Solidarity, but illegal?
The proponents also see this as the greatest benefit of the template. With the “City Card” all residents in Zurich would feel at home. Without papers, they could alert the police without fear, but they could also apply for daycare places. Opponents of the bill believe the city is overstepping its responsibilities with this pass. It is a matter for the federal government, so a “City Card” is worthless and illegal.
