hundreds of millions of euros, equipment and places for refugees
French Presidency published a list of actions taken by the French state to help Ukraine and the Republic of Moldova after February 24 and the launch of the war against Ukraine against Russia.
Humanitarian support
Ukraine
– EUR 100 million in humanitarian aid, announced on 1 March to address the needs expressed by the Ukrainian authorities and neighboring countries.
– 615 tonnes of equipment delivered with EU support, including medicines and medical supplies, hospital generators, shelter aid (tents, blankets, hygiene kits), food aid (and 200 tonnes of seed potatoes for food security), rescue and fire-fighting equipment.
– Sending about 50 emergency vehicles (ambulances, fire engines).
Moldavia
– EUR 15 million in budget support.
– 37 tonnes of humanitarian supplies, including shelters and emergency equipment.
– 17 electric generators for sanitary units.
– EUR 5.8 million in assistance from almost 500 local authorities and 52 companies.
Military and security support
Ukraine
– Provision of EUR 100 million in lethal and non-lethal defensive equipment (protective equipment, electronic equipment, weapons and ammunition, weapon systems to meet the needs expressed by Ukraine).
– France will continue to provide Ukraine with additional military capabilities, in response to the needs expressed by the Ukrainian authorities and in coordination with our partners and other Europeans to ensure the complementarity of our actions.
Moldavia
– Sending six front-line police officers under an agreement between European Frontex and the Republic of Moldova.
Support in documenting and investigating crimes committed
Ukraine
– Sending a technical team composed of two forensic doctors and about 15 gendarmes from the Forensic Research Institute of the National Gendarmerie (IRCGN), experts in investigating the crime scene and identifying victims. It set up a chain of examination and identification of corpses and installed a LAB’DNA, a system for rapid and projectable DNA analysis. At the request of the Ukrainians, their mission will be extended.
– Advance payment of the annual contribution to the International Criminal Court, amounting to EUR 13 million.
– Extraordinary additional contribution of EUR 500 000 for the International Criminal Court.
– Provision of two specialized magistrates and 10 investigators.
Financial support
Ukraine
– EUR 300 million in loans guaranteed by the French State through the French Development Agency, as budget support.
Moldavia
– EUR 60 million in loans through the French Energy Development Agency.
Support for the reception of refugees from Ukraine
– More than 51,000 people in Ukraine were received in the country (on April 28, 2022).
– More than 90,000 accommodation places have been identified in the country for the caregivers of the war in Ukraine (29,000 people use these accommodation on April 28, 2022).
– Extension of residence permits for Ukrainian citizens.
– Implement a temporary protection mechanism including a right of residence, access to the labor market, access to housing, social assistance, healthcare, the right to legal guardianship for unaccompanied minors, and access to education.
– Centralization of support from local authorities, associations, companies and individuals.
