The global security system has failed, Ukraine shows how to build better – Andriy Yermak
The current global security system has expired, so Ukraine is proposing a new collective bargaining agreement as the basis for a collective response to global security challenges.
The head of the Office of the President of Ukraine Andriy Yermak wrote about this in his column for the American publication TIME, informs Office of the President of Ukraine.
He recalled that the foundations of the system of international relations were the principles of the Peace of Westphalia, concluded in 1648: national sovereignty, separation of foreign and domestic policies, compromise as a way to reconcile national interests, equality of sovereign states, and pragmatization of relations between them by brackets .
“Russia’s war against Ukraine is essentially a rejection of all Westphalian principles. We are denied the right to sovereignty. They are trying to dictate to us how to conduct domestic policy. Under the guise of compromise, we are offered surrender. We are denied subjectivity and, consequently, equality. Our civilians are being tortured and killed en masse for Ukrainian citizenship, “Andriy Yermak said.
Russia’s invasion of Ukraine is natural as a result of a continuous series of conflicts in which Russia took part after the collapse of the Soviet Union.
“Moscow has consciously chosen the path of archaizing international relations. Consistent denial of the supremacy of international law over national law, systematic violation of conditions and withdrawal from those who oppose its aggressive ambitions, torpedoing the work of international structures – signs of the desire to replace the rule of law, “- said the head of the President’s Office.
According to him, the real goals that Russia seeks to achieve have their roots in the deep past – at least in the pre-bloc era of the Congress of Vienna.
“However, it is obvious that the current Russian regime is not a restorer. It does not need to recreate either the Romanov Empire or the USSR. Its course is an attempt to replay turning points in history and to reconstruct or level unsatisfactory results, including the Caribbean crisis, the dismantling of the Soviet bloc and NATO enlargement, “Andriy Yermak wrote.
Therefore, according to the head of the Office of the Head of State, the refusal of Ukraine and Georgia to join the Alliance was a de facto agreement to Russian aggression against both countries. Thus, the acquisition of hybridity in modern international relations was discovered.
According to Andriy Yermak, this hybridity has led to the fact that today international organizations are showing a complete inability to stop the aggressor. Consensus decisions in the EU aimed at deterring and punishing it are weakening national governments. The UN Security Council needs reform and exclusion with its annexing state, aggressive troops and genocide. NATO continues to allow Russia to intervene both directly and through cautious politicians.
Because of this, which has been in the world in recent years, the leader was convinced of his right to destroy Ukraine. But he changed desperately against the Ukrainian people.
“Our desire for freedom has proved stronger than pragmatic calculations. It caused astonishment and respect. But the insight came later – only after the tragedies of Mariupol, Bucha, Gostomel, Chernihiv, Kharkiv and dozens of other settlements. Almost every day we see all the new horrible footage of the inhumane crimes of the Russian army. But these tragedies could have been avoided if the world had known leaders capable of defending the world order, “Andriy Yermak is convinced.
He stressed that now is the time for leaders who act decisively, producing the dream, and perhaps the possible. Such people have been in business for a long time, but until recently they were extremely lacking in politics. One of such leaders is the President of Ukraine Zelensky, who during the greatest trials for our country became the leader of the Ukrainian philosophy of freedom around the world.
“And today Ukraine is not just a country near Russia. Not a weak and corrupt state, whose leaders bought their own ordination and minute meetings on the sidelines. Volodymyr Zelensky is not like that at all. He is popular because he is sincere, brave and responsible. This is the policy of the new formation. And Ukraine is a state of a new formation. This is an example of courage for the whole democratic world, “Andriy Yermak emphasized.
He noted that there were many martyr heroes in Ukrainian history, so now is the time for victorious heroes who are happy and happy in their free state.
And in the international arena, Ukraine is no longer alone. And I am grateful to all those who came to our aid, the head of the President’s Office.
“Land lease will help Ukraine survive. Restore the integrity of the state. Bring back our people. Decisively and severely punish the aggressor. This will be our victory. But the question of how the world will live later needs to be answered now, “Andriy Yermak is convinced.
According to him, it is necessary to make sure that no one thinks about the solution of the invading troops. indeed, Ukraine needs reliable, comprehensive and binding security guarantees. Without this, any conditions with Russia will be only a truce, temporary and fragile.
Russia is losing strength, and the beast of soldiers is a sign of weakness, degradation, as its sign, of imminent collapse. It is therefore time for such reforms now, in particular to reform international institutions and create an effective security format in the event that NATO does not dare to show determination.
“Thus, we propose a new collective agreement on guarantee security for Ukraine as a basis for a format of collective response to global security challenges,” Andriy Yermak wrote.
He added that the issue of neutrality in these agreements could not be key despite systematic attempts to promote this thesis.
“This agreement should ensure the status of Ukraine as a democratic, sovereign and integral state, without taking away the responsibilities of Donbass and Crimea. The conditions for securing such a status are under discussion, but it is already clear that there is room for both the West and the East among the guarantors. And for America, and for Europe, and for Asia and Africa. The list is open to members of the UN Security Council, Poland, Italy, Germany, Turkey, Canada, and Israel. Ukraine is one of the leading guarantors of world food security, so securing it is not only a moral issue, but also a purely practical one. Moreover, right now Ukraine is the shield that protects Europe from invasion, ”the head of the President’s Office said.
In the long run, these conditions should become the basis for the multilateral format U-24 (United for Peace) – a kind of service to save a responsible state for a country in trouble, Andriy Yermak is convinced.
According to him, this service can provide humanitarian, financial, material and military-technical assistance that knew aggression for 24 hours. And then he received punishment from the aggressor by imposing effective and efficient sanctions.
“Ukraine has paid and continues to pay a very high price for its leading position in this system. The inevitable collapse of the Moscow-centric world, which until recently was called the post-Soviet space, is a chance for new leadership. Democratic. Humane. Human-centered. The leadership of a state whose people value freedom above all else, ”Andriy Yermak sums up.
