CUSTOMS: Launch of a Made in France service

Olivier Dussopt announces that Customs will set up its origin and Made in France service in Clermont-Ferrand on May 2
Olivier Dussopt, Minister Delegate in charge of Public Accounts, announces that Customs will set up its Origin and Made in France Service (SOMIF) in Clermont-Ferrand, from May 2, 2022. Competent throughout the national territory and with six specialized agents, it delivers decisions and information to companies, for the purposes of demarcation of origin or optimal use of trade agreements. These missions are currently carried out by the General Directorate of Customs in Île-de-France.
Intended to better support companies and facilitate the presence of customs services in the territory, the creation of the “Origin and Made in France Service” was selected as one of the projects of the customs strategy.
More specifically, this service will be in charge of issuing Made in France Information (IMF) and Binding Information on Origin (RCO), requests for which have increased sharply in recent years. Thus, IMF applications jumped by 242% between 2017 and 2021, with 660 IMFs issued in 2021 compared to 193 in 2017. RCOs accelerated by 63%, with 359 issued in 2021 compared to 221 in 2017.
The IMF, a free and optional procedure created, allows companies – more and more numerous – wishing to affix a “Made in/Fabriqué in France” type marking on their products, to obtain the analysis of the customs on the respect non-preferential rules of origin which govern this type of marking.
The RCO is a rescript provided for in the European Union Customs Code which allows companies to project themselves safely into their international development projects, in particular to benefit from reductions in customs duties applied by trade agreements. .
Olivier Dussopt declares: “The choice of setting up in Auvergne illustrates the revitalization of the territories supported by the Government by anchoring a new service in a region whose geographical location, highly symbolic, is in close resonance with the values of Made in France. carried by this new structure. This service allows all companies to certify the French origin of their products: its reinforcement reaffirms the key role of customs in supporting companies wishing to promote their production both nationally and internationally”.

Competent for departments 21, 71, 58 and 89, the CCE of Dijon will advise companies in particular on Information on Made in France (IMF) and Binding Information on Origin (RCO).
