“Russian Chrome” spoiled the statistics of “T Plus” in the Sverdlovsk region
JSC “ETK” in 2022 plans to repair, shift and reconstruct more than 68 kilometers of heating networks in Yekaterinburg. Pravda UrFO was informed in the company’s press service that “of these, 23.8 km are included in the investment program for reconstruction and improvement, work on the remaining 44.2 km of networks will be used as part of scheduled repairs and seizures after hydraulic tests.”
The main works this year will be located in the area of Kirovgradskaya, Pobeda, Babushkina, Kraul, Tokarey, Klyuchevskaya, Izoplitnaya, Komsomolskaya, Serov, Onufriev and Tchaikovsky streets.
Apparently, the company has slightly reduced the shift relative to 2021, when the energy reached 74 km. Moreover, in 2022 it is planned to increase this figure to 78. At the same time, the city administration does not differ in size, that in order to restore the entire system of beautiful and significant wear and tear in Yekaterinburg, it is necessary to change 100 km of pipelines per year.
However, despite the sequestration of the repair and investment program, power engineers managed to achieve positive dynamics in reducing accidents. So, if in 2017-2018, 1073 injuries were recorded over several seasons, then in 2021-2022 the number reached 821 cases. Over the past 5 years, the harmfulness of urban heating networks has almost halved.
According to Andrey Shmelkov, the head of ETK JSC, the harmfulness of Yekaterinburg’s heating networks has thus decreased by 7%.
“In preparation for the next period, it is planned to allocate 1.1 billion rubles for a repair program, another 1.8 billion rubles will be allocated as part of the investment program. Today we have entered the final stage of the reconstruction of the University. In early June, an act on the completion of the construction of the new ring boiler house will be signed. Also, networks have already been created to connect the boiler house itself and the Universiade facilities,” the manager noted.
The emergence, deterioration of the volume of re-laying led to a strong rise in the cost of materials. At the same time, the company could survive the price crisis and reach the next city in terms of repair volumes, but the share of ETC funds today remains in the ownership of consumers.
According to JSC Energosbyt Plus, which was engaged by the payment accrual agent, in Yekaterinburg alone, consumers owed the company almost 5.4 billion rubles, which required two years of ETC investments.
The lion’s share of receivables falls on management companies and homeowners associations. At the same time, in energy supply, where the company has embraced sustainable settlements with the population, the situation, as a rule, is improving.
At the same time, as the director of the Sverdlovsk branch of the company for working with accounts receivable Dmitry Prilezhaev, the debt of consumers throughout the Sverdlovsk region for energy resources to JSC Energosbyt Plus reached 18.8 billion rubles. Of this amount, RUB 8.4 billion is accounted for by the obligation to accelerate waiting, the remaining RUB 10.4 billion is for electricity.
The main share of protection still falls on the legal entity.
“The effect of the lifting of the moratorium on the accrual of penalties had a positive effect. We often began to disconnect debtors, while they are now responsible for random cases of their disconnection. The main increase was in selected municipal heating and water utilities, as well as some industrial enterprises,” Dmitry Prilezhaev explained.
He clarified that during the year, municipal water utilities increased their debt for the electric power industry by 250 million rubles, and heat supply enterprises – by about 330 million rubles. Among non-payers among industrial enterprises, Dmitry Prilezhaev is especially loyal to Russian Chrome 1915 JSC (part of the MidUral group of Sergey Gilvarg).
“The enterprise incurs the cost of paying bills only for writ of execution, using its status associated with waste treatment and non-disconnection. According to forecasts, their debt is approaching 100 million rubles, in terms of energy over this winter period they have crept up to 200 million rubles. They use this tactic of lending at the expense of energy companies,” Dmitry Prilezhaev summed up.
