According to Prague, apartment owners should have greater powers. Councilors submit bill Politics News Pražská Drbna
Prague councilors approved a proposal to amend the Civil Code, which has the powers of the owners. Residents will thus be able to effectively defend themselves against the constraints of short-term leases. The councilors sent the amendment to Ivan Bartoš (Pirates) for processing into a government proposal by the Ministry of Regional Development.
The rules should apply to accommodation providers and other entrepreneurs
Following the change, the new code would include greater powers for homeowners and unit owners’ associations (SVJ). Its purpose is to help apartment owners to better enforce their rights regarding the use of apartments and common parts of the house.
The community of owners could thus determine appropriate restrictions and conditions for the use of apartments and common areas in order to ensure the usual peace and order in the house. These may be rules for the provision of short-term accommodation services such as Airbnb, but also other types of activities that may limit residents and damage their well-being.
At its meeting, the city council approved a proposal that will allow households in city apartments to receive a discount on rent if they accommodate Ukrainian refugees. For every accommodated Ukrainian, the household receives a rent discount of one thousand …
According to councilors, they could, for example, set it necessary to observe a quiet night, keep a book of students or hand it over with an accommodated key from the building with security instructions against signing.
This would give the owners the tools to deal with the restrictive situation
According to the councilors, such restrictions and conditions are nothing that would limit or disproportionately harass the owner concerned, as in every other accommodation facility the rules and the owner of the facility, whose observance in the interests of others he controls, apply.
“In law, the principle of one’s freedom ends where the other’s freedom begins. We therefore want to give people living in apartment buildings tools on how they can really deal with their situation. Unfortunately, these courts have not yet stopped the courts, which is why we are coming up with this legislative initiative. I believe that the Minister for Regional Development, Ivan Bartoš, will quickly incorporate our proposal into the government’s proposal and submit it to Parliament, ” the councilor for legislation said in a press release Hana Kordová Marvanová (United States for Prague), which will present a legislative proposal.

An international jury has selected the winners of an architectural competition for the construction of a former Eden Cultural Center, which has not been used for several years. There will be an apartment building with a multifunctional hall in Vršovice.
The proposal should thus be incorporated into the law regulating the rules for the provision of short-term accommodation services in flats, which is being prepared by the Ministry of Regional Development of the Czech Republic.
The proposal is part of a four-point measure
The amendment was created as part of a four-point annual measure, which was approved by the Prague City Council as part of a resolution on further steps in addressing short-term accommodation services. Other measures are either already being implemented or will be implemented.
The package also included the obligation of digital platforms, which provide short-term accommodation services, to provide municipalities with detailed information regarding flats. Furthermore, a legal authorization for municipalities to issue regulations that could regulate the provision of short-term accommodation services in apartments in their territory. The last point is to enforce compliance with building and other legislation in cases where apartments are permanently used to provide short-term accommodation services and comparisons that apply to other accommodation providers, such as hotels and guesthouses.
“In this sense, the first final decision of the building authority of the Prague 1 district has already been made, which imposed a fine for using the apartment for long-term accommodation of tourists without re-approval and meeting the conditions that hotels or guesthouses must meet. Our efforts are also reflected in the civic initiatives with their concentrated pressure. “ added in a report for journalist Marvan.
