Greetings from the Exc. Captains Regent, Oscar Mina and Paolo Rondelli, on the occasion of the first council session of their six-monthly mandate.
Ladies and Gentlemen Councilors, Madam and Gentlemen Secretaries of State,
in the first session of the council chaired by us, we wish to extend our most cordial greetings to you together with the best wishes for a good job.
In the role of super partes guarantors of the Institutions and of the traditional values of freedom and civilization of our Republic, we intend to ensure our utmost commitment to ensure that the work of the Board always takes place within the framework of the rules governing its activity and in all respect to the political forces represented here.
We therefore hope that the discussion within this classroom will always be characterized by respect for the institutions, for the dignity of each individual Councilor, for the resulting ethics, for the diversity of ideas and for the differences in political sensitivities that are represented. in this House.
We wish to recall, also here, what was said on the occasion of our investiture, where we have, among other things, expressed our applause for the recent adoption of the Director’s Code of Conduct. It is precisely from the Institutions, from all those who hold high institutional positions, that good practices must be admitted as tangible testimonies of the ethical and moral commitment indispensable for building a society that is increasingly – in every open sphere and at all levels – open to dialogue. , to change, to fairness and to the free expression of oneself.
We therefore renew the invitation to feel responsibly involved, in the use of appropriate language as well as in action, of a message of firm condemnation and clear rejection of any form of hatred and violence, of intolerance, discrimination and oppression, in whatever form they manifest.
The criticism – albeit harsh – within the limits and respecting the deontology that n it follows from the role in this classroom, it must always be admitted and accepted, as a necessary element of stimulus and growth in the context of a frank and loyal confrontation, aimed at finding the best solutions. But the exercise of this right can never replace offending and discrediting political adversaries and delegitimizing the institutions, helping to create disrespect towards the institutions themselves. Considerations and partisan interests cannot in any way prejudice the common good and the highest interest of the Republic, which also rests on the full trust of citizens in the institutions and in their effective and correct functioning, in full compliance with the principles of the rule of law. and the separation of powers.
Cornerstones of that democratic order which – the result of a conquest perfected over the centuries and yet still perfectible – it must be protected and jealously guarded. Guarded with the deep awareness of commitment and responsibility – above all which guarantees it belongs to us – for its authority, decorum and that high consideration that, in fact, the population must have towards the symbols of the State and all those who represent the Institutions.
To be up to the complex challenges we face and to govern the Republic in the difficult journey of the times we are experiencing, we must be able to feel that we are all part of a municipality today. Of a destiny, a vision and a project for the future, which calls all political, social and economic forces to work together and make a constructive contribution to promote growth, that is, economic stability, by preparing measures and structural reforms that can no longer be postponed . Economic measures and reforms which – precisely because of their relevance and impact on the fabric and society – require a serious and responsible confrontation, based on loyalty, trust and convinced commitment on the part of all the component policies present in this classroom to leave immediate and biased interests behind to discuss the merits of the questions.
After the inevitable slowdowns and delays due to our pandemic, it must continue that path that, we hope, will also represent an opportunity for the country for growth not only economic but also civil and cultural, marked by further steps forward as regards the achievement of the objectives of equality and social justice, with the full affirmation of the principles of gender equality and equal opportunities for all our citizens.
Culture, investment in culture and training, the enhancement of our historical and identity heritage – as we reiterated in our settlement speech – represent inescapable components of this path and fundamental resources, especially in the current historical moment. An extraordinary moment, in a context of great uncertainty in the international arena, which our State must be able to overcome with full awareness of the critical issues to be overcome in order to build its future but awareness of the awareness of the great strength that our country has shown to possess. especially in times of difficulty, such as in the recent years of the pandemic emergency.
We are convinced that this strength is the most authentic wealth of ours both, and placed precisely in the most authentic and precious heritage of the San Marino community, that intangible heritage made up of community values and solidarity that unite us in the face of challenges, of the strong bond with a past that, with our millenary vocation, shows us also the direction to follow for the future, of the choir to enhance our territory, its peculiarities, resources and potential, the intelligence, professionalism and industriousness of our people, in a context in constant evolution and a harbinger of always new ideas and opportunities.
With pride today we look to the soul and to the great impulse of generosity of which the San Marino people feel, during the pandemic and today, again, in the face of the tragedy of a given people – the Ukrainian – forced to flee from war, from its horrors and from its destruction.
A tragedy that recalls precisely those values of peace, freedom and democracy that have always been typical of our history, also urging the commitment necessary to safeguard and defend them as safeguards for a coexistence based on respect for the rights and dignity of every human being and on the firm condemnation of all forms of aggression and oppression.
It is up to us today to continue to demonstrate to the Ukrainian people and support and to dictate solidarity those principles of reciprocity and legality on which our living together is based, with the example and constant witness to go and behaviors of mutual respect, of participation and incessant search for dialogue and confrontation in which is the essence of every democratic order.
