Mayor Hřib: Prague will acquire the Karlín Barracks, Veleslavín Chateau and other real estate in shifts with the state

The capital and the state are finishing one of the largest real estate shifts in history. The transaction concerns buildings and land in excess of four billion crowns.
Prague and the Czech Republic, in particular the Office for Representation of the State in Property Matters (ÚZSVM), have agreed to exchange specific buildings and land after two years of negotiations. The subject of the shift is, for example, Na Bulovce Hospital, Karlín Barracks or Na Homolce Hospital.
“The long-term unresolved property rights of the capital with the state hindered the conceptual and strategic development of the city. It will help both parties: the state will be able, among other things, to expand and improve services in Prague hospitals and acquire additional real estate to solve the housing crisis or buildings that will serve the public interest and will not only unnecessarily behave and defile the city, “says the mayor. m Prague Zdeněk Hřib.
Since 2019, Prague has been negotiating with the state about exchanges of buildings and land, which are aimed at their more efficient use and at the same time setting up and their better management. There is an agreement between the capital and the Czech Republic on the fundamental conditions of property transactions. Everything should take place in the form of signing so-called nominee contracts.
“Together with the state, we have defined real estate and land in such a way as to minimize any settlement of differences from the transaction beyond the values of real estate, which result from individual expert opinions. There is no doubt that hospital facilities will be used for medical purposes in the coming decades, and it is to the benefit of all that their ownership is not fragmented. It is essential for the city that, on the contrary, it obtains real estate from the state, which it will be able to use and stop decaying, “describes Petr Hlaváček, Deputy Mayor of the City of Prague. m of Prague for the area of territorial development.
The subject of the first shift is the Bulovky University Hospital complex, which is now very complicated in terms of ownership – part of the buildings and land belong to the city and part of the state. This situation makes effective management, maintenance and, above all, greater investment in buildings and equipment very difficult. The city and the state therefore agreed that the state would remain consolidated ownership of most of the complex, the city will retain only a few buildings in the southern part of the Bulovka complex for its social and medical purposes. It is therefore a transaction with a positive benefit for all – the state does not have to pay rent to the city and can invest in its own property and the development of health services – and the city will acquire other strategic state-owned assets for this area, which it does not operate.

In return, Prague will acquire the Karlín barracks complex, which it wants to use for a long time for housing and cultural functions. “We imagine that we will use this unique building primarily for student housing while preserving the socio-cultural functions that have emerged in recent years. I would like them to find refuge here, for example, city-sponsored non-profit innovative companies and startups. I see a great opportunity to revive the city center and thus prevent its depopulation. The challenge from an architectural point of view will be to connect the listed building with modern and sustainable architecture. I’m really looking forward to it. The barracks have been disused for a long time, which of course affected their condition, but otherwise it is a ‘smart cottage’, ”adds Petr Hlaváček.
The shift should also apply to smaller ones, such as the graphic school in Malá Strana, which was founded by the capital. In addition, the metropolis already owns land under part of the building itself. It is also a plot of land in Záběhlice intended for education or social services, a primary school complex in Eden or a house in Hybernská Street, which was used for cultural and educational use.
“We are fine-tuning the details of the transfer agreements and I believe that we will be able to approve all city-level transfers in June. After that, the approval bodies on the state side will run for several months, and the entire administrative process of shifts should be completed in the autumn. The second shift concerns mainly the Faust House and the adjacent real estate, which is owned by the city, and the land and the Na Homolce Hospital complex in exchange for the Veleslavín Chateau complex. The aim is to house school facilities and facilities for health care and social or palliative care. Furthermore, it would be possible to open the whole area as a park for recreation for the surrounding residents. The General University Hospital, which is a state organization, is interested in transferring Faust’s house to its ownership mainly for operational reasons and, similarly to Bulovka, it is a set of properties that is and will be used by the state for a long time to provide medical services throughout square. Furthermore, the shift concerns land in the area of Na Homolce Hospital, where the goal is also to have the entire area under its administration.
