Greater Lyon: the opposition wants to cancel the 2022 budget
For the opposition, the Greens are guilty of environmental laxity. A height. The Inventing the Metropolis of Tomorrow group, which brings together part of the former executive around Gérard Collomb, is launching legal action against the 2022 budget. The reason? The indigence of the annual report on sustainable development, a mandatory document since 2011 to inform debates and budgetary decisions.
“What should have been the high point of their policy turns out to be a simple three-page deliberation, without a figure, without a follow-up indicator, without a report or trajectory: an enumeration of good intentions”, notes the elected official. In support of its demonstration, the former majority presents the previous reports full of curves and tables, accompanied by dozens of pages of appendices and a summary of 300 pages in 2019.
“Moral Lessons”
According to the president of the group Louis Pelaez, this characterizes “insufficient information for elected officials, not in accordance with the regulations of the General Code of Local Authorities”. On March 22, he therefore filed an appeal for cancellation of the 2022 budget with the administrative court of Lyon, which had canceled for the same reason the 2016 budget of Laurent Wauquiez to the Region.
The procedure does not prevent the institution from functioning. It is a symbolic action aimed at “removing the deep incompetence of the Greens”, he says. Lined with a “sham” according to him. Because “in terms of ecological transition, despite their great speeches and moral lessons, they only strictly apply the roadmap defined in the previous mandate”, he is annoyed.
In metropolitan France, pending notification of the court, it is recalled that the sustainable development report, “renamed Transitions and Resilience”, was voted unanimously during the budget orientation debate on December 13, 2021.
