Pirates of Prague 7: Petition against the construction of a mammoth shopping center in the Bubny-Zátory area

Pirates from Prague 7 are fundamentally opposed to the construction of a planned oversized shopping center on the territory of the city district within the Bubny-Zátory brownfield. They criticize the non-transparency of the whole process, insufficient justification of the zoning plan, the threat to the still thriving retail, the threat to changes in urban investment in the Prague Market, better transport and environmental burdens and lack of sustainable development and concepts of modern 21st century cities. Therefore, in addition to the institution of a public agent, they also initiate petitions against the construction of a shopping center, which has no other justification in Prague 7 than the interest of the developer.
New shopping center in Argentina
The draft zoning plan covers the area of SMJ-S (X5), which allows the construction of a department store with a total gross floor area of 156,000 m2, which is an area corresponding to seven times OC Stromovka. The department store will be divided above the ground into 3 volumes, which will be connected above the ground and below the ground it will be one whole connected building. Although there should be a functional mix and there should be suitable flats in the building, I plan between 55,000 and 95,000 m2 of retail space, which will be a larger retail space than, for example, OC Palladium or Arkády Pankrác. I do not agree with that.
Why we are against:
- The process of planned construction of the shopping center is non-transparent. In the first version of the territorial study, a gigantic Shopping Center with a size of 100,000 m2 of retail space appeared without further explanation. According to the valid zoning plan, the investor is not entitled to such dimensions. The current situation is paradoxically taken as a compromise and a concession on the part of the investor.
- The shopping center will necessarily endanger the thriving retail store in Prague 7, which uses the neighborhood’s overall color and character. We wish to maintain it and continue to support it.
- Threats to the development of trade in the Prague Market Square. We also consider the protection of the Prague Market Square in our part of the city to be important from the point of view of the protection of city investments. The city plans to invest 2-3 billion crowns in the area and these funds could then be wasted.
- We want the stores to be evenly distributed on the ground floor of the buildings across the fourth, as suggested in the zoning study. This layout creates a lively street. We perceive the life of the community in Prague 7 as a priority. The construction of a giant mall would abolish this principle.
- Large shopping centers are in conflict with the sustainable development that we, as Pirates, are pushing for.
- The shopping center will entice shoppers from far and wide to come by car, which will necessarily worsen the already tense traffic situation in Prague
We will ask for the transfer of the area from the SMJ function to the SV function – mixed general, which will allow the expansion of retail space with a maximum area of 20,000 m.
