the project company created
This is a more than decisive step in the realization of the LGV between Toulouse and Bordeaux. The Council of Ministers on Wednesday March 2 was marked by the signing of ordinances relating to the creation of project companies for the future high-speed lines between Montpellier and Perpignan, Nice and Marseille, as well as Toulouse and Bordeaux. “A trip by the Prime Minister was planned to Toulouse to formalize their creation, but this was postponed for a few weeks due to the international geopolitical context.“, let Matignon know.
“Following their signature by the President of the Republic, the publication of the ordinances in the Official Journal planned for the next few days, will materialize the definitive establishment of the legal and financial framework necessary for the successful completion of these projects”, specifies the prefecture of ‘Occitane.
These project companies, authorized by the promulgation of the mobility orientation law (LOM), have been strongly requested by the local authorities concerned, based on the Grand Paris Express financing model. “They will be local public institutions, with supervisory boards“, specifies in particular Guy Kauffman, the project director appointed to the coordinating prefect Étienne Guyot. Each of these project companies will be subject to the appointment of a general manager with the approval of the supervisory board, composed mainly of local communities.
Several missions for these local public establishments
Concretely, this legal arrangement allows the acceleration of the construction site accompanied by a simplicity in the financing model, in the hope of commissioning the equipment around 2030.
“For GPSO (which includes the LGVs (Toulouse-Bordeaux and Bordeaux-Dax, editor’s note), the financing company will manage the participation of local authorities up to 5.6 billion euros for a total cost of the entire project. amounts to 14 billion euros. It will centralize their financing and will also benefit from dedicated tax resources, in particular from a Special Equipment Tax (TSE) voted in the Initial Finance Law for 2022, up to 24 million euros per year”, specifies the prefecture of Occitania.
Once quoted by this financing company, the funds will be donated to the contracting authority, the SNCF, which will directly receive the promise of participation by the State on this Toulouse-Bordeaux LGV as well as the contribution from Europe.
Beyond this mission, the local public establishments of these railway projects could offer a human and material contribution to the contracting authority, just as they will play the role of expert and auditor for the steering committee of these sites. Finally, these project companies could directly involve the municipalities concerned by the arrival of new stations on their territory, in particular on the question of development.
A start of work in 2024?
Accelerated by the appointment of Jean Castex to Matignon, and particularly with regard to the Toulouse-Bordeaux and Perpignan-Montpellier LGVs, the realization of these projects is the subject of a “great satisfaction“on the part of the Prime Minister, we know in his entourage, he originally from the Gers and long elected local in the Pyrénées-Orientales.He wanted to create these project companies before his possible departure from Matignon“, wishes to clarify his cabinet, determines that it is”the result of a personal involvement on his part“. Satisfaction also not minimized in Occitania, which had been waiting for this order for years.
“Recently, Grace to the mobilization ofu Prime Minister Jean Castex, dyou prefect coordinator Etienne Guyot and of the President of the Nouvelle-Aquitaine region Alain Rouset, we ARE succeeded in completing the financing plan within the time limits set. I would like to thank all ofspartner communities participant funding for this major project.
