Prague will present its Metropolitan Plan, it wants to protect parks and courtyards
The metropolitan plan is to fulfill the role of the new zoning plan of Prague. The creators promise that it will be an understandable document, because the plan is fundamentally based on life in the metropolis. The term Metropolitan Plan is not known by Czech law and Prague uses the name mainly to distinguish it from the current zoning plan, which has been in force since 2000. It is obsolete, the new designation also applies to the fact that the document addresses territorial relations with the Central Bohemian Region.
“According to the old building law, before the date of publication, we cannot even show parts of the documentation,” says Anna-Marie Lichtenberg of the city’s Institute for Planning and Development (IPR), which prepares the Metropolitan Plan.
Negotiated with the state
The metropolitan plan was published as early as 2018, and a new version with incorporated comments should be published this spring. “The document, which received over ten thousand comments, has already been discussed with the state administration and we have all the stamps from it. Everything is ready for public discussion, the publication should be in April, “says IPR director Ondřej Boháč. According to him, the comment procedure will now be repeated for the Metropolitan Plan and the landowners will also have room for objections. “Now the second round will start and the Metropolitan Plan could come into force in 2024,” says Boháč.
IPR plays a crucial role in the preparation of the Metropolitan Plan. “We are the ones who write texts and paint a map,” Boháč explains. According to him, the role of the acquirer is performed by the state administration, which also includes the municipal department of spatial planning.
Public hearing

City districts have high expectations from the Metropolitan Plan, which do not have the opportunity to prepare their own zoning plans, but want to talk about the development of their territory.
“We analyzed the metropolitan plan in detail, communicated with citizens and experts and listened to their comments. There were 98 comments from this work in Prague 7. Among other things, we consider it important to ensure a sufficient amount of greenery, comfortable and safe accessibility of the entire territory of the city district. We will also address the Metropolitan Plan during the public hearing, “says Lenka Burgerová, Deputy Mayor of the Seventh City District (Prague 7).
Prague 6 also considers the Metropolitan Plan to be very important. So far, however, no official document has been submitted to us, which would serve as a basis for further negotiations, “says Prague 6 spokesman Jiří Hannich.
Prague 10 is among the city districts that pursue their interests. We therefore expect the acquirer to work on them, ”says Prague 10 spokesman Jan Hamrník. The IPR does not take lightly the comments of all city districts on the Metropolitan Plan. “If it was not in conflict with the requirements of the state, we complied with them,” says the head of IPR, Ondřej Boháč.
Unstoppable areas
Monuments are also interested in the Metropolitan Plan. They commented on the concept, height regulation and detailed solutions in individual locations. “The Metropolitan Plan still envisages the inclusion of large unstoppable areas in the buildable area. This applies to a number of natural sites, in the city center, for example, some green areas of Hradčany, Karlovy Vary, New Town and also the recently mentioned Miloš Forman Square, ”says Andrea Holasová from the National Monuments Institute (NPÚ).
