The representatives of Prague 11 again did not agree on the progress to the Ice Sports Complex
Prague – At their meeting, which began on Monday and ended in the early morning hours, the representatives of the eleventh Prague city district did not agree on the further progress of the town hall in the Ice Sports Complex (ALS) project. The council discussed the matter several times. ALS, which is to house an ice rink and curling lanes, is now building AR Delta on the city’s grounds near Ke Kateřinkám Elementary School.
Its shareholders are Prague 11 and ALS Investors. Both shareholders have a half share in the company. In September 2021, the Prague 11 City Council approved a resolution on the revision of the city district’s ownership interest in the project. Representatives also today did not approve the amendment of the company’s articles of association and the extension of the construction right for ALS. The proposals presented by the mayor of Prague 11, Jiří Dohnal (Pirates), on Thursday did not receive sufficient support from the representatives present.
Political entities in the management of Prague 11 have proposed the sale of shares that the city district has in the company AR Delta. According to the proposal, the shares were to be sold at a price determined on the basis of an expert opinion, but at least for 40 million crowns. The second shareholder, ALS Investors, has a pre-emptive right to purchase the shares of the city district. Behind it is Tomáš Kučera and, since last year, also the Kaprain investment group founded by Karel Pražák.
The proposal to sell the shares today supports the majority of the representatives in the town hall management, ie Pirates, YES, TOP 09 and STAN and ODS. 23 votes were needed for approval, 21 deputies out of 31 present voted for it. The proposal was not supported by representatives from the opposition Movement for Prague 11 (HPP11). They are long-term critics of the town hall management’s progress in the project and describe the spending of public money in the project as non-transparent.
Prague 11 has been a shareholder in AR Delta since 2020. The town hall provided land for the company, bought shares in AR Delta for five million crowns thanks to a subsidy from the Prague City Hall and increased capital for another 35 million crowns, which the town hall received from Prague as an interest-free loan. in the company.
The Chairman of the Board of Directors of AR Delta, Petr Převil, has previously stated that PPF banka does not allow the company to draw an approved loan due to non-compliance. According to Převil, AR Delta cannot finance construction and the company is in danger of insolvency without drawing a loan.
The construction of the Ice Sports Complex has been under preparation for several years. The private investor started preparations in 2014. Construction work began in early 2019 with the assumption that the construction will be about 120 million and will be completed in mid-2020. Last year, representatives of AR Delta told ČTK that the sports ground should be completed this year CZK 194 million. So far, about 60 million crowns have been spent on the construction, added Převil in January.
Pirates, YES, ODS, TOP 09 and STAN rule in the South City. There have been disputes between coalition partners in South City since the spring of 2021, and some political entities have subsequently stated that they no longer feel bound by a coalition agreement. The city district, where 77,600 inhabitants live, includes the cadastral territory of Chodov and Háje.
