Prague 3 will rent the FK Viktoria Žižkov stadium in Seifertova Street for 30 years for a crown a year. This was approved by the representatives of Prague 3 at Tuesday’s meeting. The club will have a new pre-emptive right in case the city district decides during the new stadium. “I dare say that the fate of football in Žižkov no longer depends on the stadium, but on how Viktorka will play football,” replied the mayor of Prague 3 Jiří Ptáček (TOP 09).
The end of the turbulent situation
Last January, Žižkov’s Viktorka was bought by development entrepreneur and IT Martin Louda. He tried to push the town hall to sell him the stadium on the grounds that he wanted to repair it and build a new modern sports ground there in the future. However, the town hall did not agree to Loud’s conditions, and last year he sold the club’s shares to FK Richia Žižkov, chairman of the board of directors, Milan Richter, and Jiří Rýv, members of the board of directors.
In addition, due to the poor condition of the stadium, Viktorka was in danger of losing her second-league license, but in the end she won it. After the change of owners, the town hall agreed with the club on a long-term lease of the stadium. The contract approved on Tuesday envisages a 30-year lease for symbolic rents and investments of 25 million crowns by the city district in the reconstruction, by the end of this year. The maintenance of the stadium will be provided by the club at its own expense, which the previous owner of the club refused.

Opposition criticism of the right of first refusal
At the club’s request, the contract also includes a pre-emptive right for the club in the event that the city district decides to sell the stadium during the lease term. The condition is that the stadium will continue to perform its current function, otherwise the city district will be able to terminate the contract unilaterally. The club will also have to stay in the second or at least third football league. With regard to the pre-emption right, the Prague City Hall will have to pay the contract according to earlier information.
The wording of the agreement at the meeting was criticized by some opposition representatives. Tomáš Sunegha (KDU-ČSL) stated that this is not a normal lease agreement. In practice, according to him, the institute of pre-emption law always leads to the sale of the property. “It restricts the use of property, it is a contract other than purely a lease, and it pretends to be a lease,” he said Tomas Sunegha and added that he could not support such a contract.
According to councilor Jan Materna (TOP 09), the pre-emption right only serves to ensure that the club has a guarantee of rent for other election periods as well. “Both parties are aware that no one wants to sell, no one wants to buy, but it is there for sure, if at some point in the future the attitude of the town hall changes and it wants to sell,” he said Jan Materna. He added that the promised repairs have already begun by the city district and more are being prepared.
