The Ministry of Defense has announced tenders for food in the Armed Forces of Ukraine and is demonopolizing supplies
The Ministry of Defense of Ukraine is initiating the procedure for purchasing catering services in the Armed Forces of Ukraine in accordance with the annual procurement plan for 2022, the relevant documentation is posted in the Transparent system.
As it turned out on the website of the Ukrainian Defense on Thursday, procurement is carried out according to new procedures defined by the Law “On Defense Procurement” and came into force on January 1, 2022.
As announced on December 16, 2021, after approval of the annual procurement plan of the Verkhovna Rada Committee on National Security, Defense and Intelligence, the annual volume of catering services was divided into 12 lots, with an expected value of UAH 275.8 million. UAH up to UAH 388.4 million. The procurement procedure was initiated for all 12 lots.
“It is very important to demopolize defense procurement, in particular, it is all food. The situation, the amount of supply depends on one company, which is the common domain in this segment, is unacceptable. This company has contractual obligations, such dependence is great “Creating conditions for free competition according to transparent rules, we will see the stability of processes in the army. At the same time, we have quite strict conditions for food quality control,” said Ukrainian Defense Minister Oleksiy Rezny.
Lots are formed on the basis of content and territory, in the agreements provided by the suppliers of the conditions provided for, which guarantee the continuous provision of the military with quality food even under force majeure.

But we emphasize that in order for it to be rebuilt, we will overcome the formality, and with the Experienced trying to defeat the monopolists, it is often accompanied by lawsuits, attempts to order tenders or disrupt supplies.” Thus, you want to get a backup option in cases where one of the suppliers can not fulfill its obligations, “- said the responsible representative of the Minister of Defense of Ukraine Vyacheslav Shapovalov.
According to him, it is unknown at this time how many will be suppliers, but there is an algorithm that determines the backup plan for each military unit. “The next step after demonopolization is to improve the quality of food, analysis of technological maps, building a system of control over food preparation. There will be zero tolerance for corruption,” Shapovalov added.
