Rouen among the five most attractive cities in France
Published on January 4, 2022, a study on the attractiveness of large French cities in terms of employment and housing place Rouen (Seine-Maritime) in fourth position
Entitled “Employment & housing: the ranking of cities where to settle”, a study measured and compared the job market, the salary level and the real estate situation in 2021 in 31 major cities in France.
This study carried out by “Best” (real estate brokerage site) and “Météojob” (job search site) was published on January 4, 2022 and reveals that Rouen is in fourth position:

- Dijon
- Rouen
- Saint Etienne
- Le Mans
- Limoges
- Visits
- Metz
- Besancon
Caen is 13th, Le Havre 22nd
Rouen is therefore in fourth position in this ranking with 5.87% of CDI offers per 100 inhabitants in 2021 (against 0.65% in 2020) and a number of accessible square meters of 61 (real estate purchasing power).
In a press release, Nicolas Mayer-Rossignol, mayor of Rouen and president of the Rouen Normandie Métropole, is delighted that his city is in the top 5:
“While these rankings must always be taken with caution and modesty, we can see that Rouen’s attractiveness continues to improve and to make an impression. For the second year in a row, we are at the top of the most attractive cities.”
This ranking has for but to define which are the cities which offer the best real estate purchase. It is calculated from the dynamism of the job market, the median salary in each city, the interest rates charged locally and the price of real estate.

Methodology “Employment & housing: the ranking of cities where to settle”: the study was established on the basis of a series of data: job vacancies, wages, interest rates and job prices.
For each city, Meteojob identified the number of open-ended contracts and calculated a rate of open-ended contracts per 100 inhabitants.
The median salaries proposed in the offers were then compared with the interest rate listed by the best rates and the price of local real estate in order to calculate the real estate purchasing power, i.e. the number of m2 that can be purchased with a 20-year loan with the proposed net income.
Finally, the CDI rate per 100 inhabitants was multiplied by the real estate purchasing power to obtain the ranking of the most attractive cities.
