the standoff continues between the garbage collectors and the Metropolis
The meeting between the Metropolis and the intersyndicale des garbage collectors came to an end this Friday, December 3. Beforehand, the community decided that it was “ready to negotiate”, but that it would not go back on the end of the “finished game”. The unions then left the meeting.
The law on the transformation of the public service now obliges regional staff to work 1,607 hours and to perform 35 hours per week. In this context, Toulouse Métropole wants to do away with the practice of the “finished job” that garbage collectors want to keep. The standoff continues. The inter-union left the negotiating table this Friday, December 3 in the morning, while the community had previously reaffirmed that it would not reverse its position.
No discussion possible
“The community wanted to put as a prerequisite to any discussion that the inter-union act is the end of the party-party. The exchanges lasted a few minutes without there being any exchanges on the substance and the intersyndicale left the meeting “, explains Nicolas Refutin, FO delegate at Toulouse Métropole.
For his part, Vincent Terrail-Novès, the vice-president of Toulouse Métropole said he was stunned: “How can we say that we want to maintain the finite in the sight and in the eyes of everyone, that is to say the services of the State, when this method is illegal?”
Private companies called in to pick up the trash
The garbage collectors remain mobilized for the maintenance of the “finished party”. And to put pressure on the community while respecting the new organization, some do not finish all the tours. A “zealous strike” According to Toulouse Métropole, which called on a private company to pick up the trash.
“We are doing this because the agents have made the decision not to finish their tour. , we are waiting “, explains Vincent Terrail-Novès.
“The Metropolis will not go back on the finished job”
“If there are no discussions, things will be voted as they are as they were never planned at the technical committee on December 8 and they will be approved. The object of the discussion was to amend the proposals that had been made to the technical committee postponed last week. The trade unions refuse to take part in the negotiations on the pretext of maintaining the finished party. The Metropolis will not go back on the finite, the president of the Metropolis was very clear on this“, Firmly reminds the vice-president of Toulouse Métropole.
The situation seems hopeless for the FO union representative, Nicolas Refutin, the other important subjects which concern the 600 officials responsible for waste collection are not dealt with. “The recognition of the arduousness of the profession of garbage collector, the community says it is ready to recognize it only if we accept the end of the finished game. We cannot be conditioned to an agreement, this speech is complicated for us, we cannot continue the dialogue “.
Could the movement harden?
Why not, replies Nicolas Refutin. “If on a community which continues to put a prerequisite to any discussion. Our colleagues are motivated to assert their right, so for the moment we remain on this type of movement and according to the meeting on Wednesday the agents will decide”.
For the vice-president of Toulouse Métropole, the 1607 hours are imposed by law. Agents are paid for the hours they work under their contract. “The application of this new law means that all services will have to work more without being paid more in order to comply with the law. How can we justify in the eyes of other agents of the Metropolis that there would be everything of a suddenly an exception for garbage collectors? “
The technical committee is scheduled to take place on Wednesday, December 8.
