Toulouse: parents of students take the plunge to define the reduction in the supervision rate
As of January 1, 2022, the supervision rate decreased during extracurricular time, following a municipal decision which is strongly by parents of students from the Ricardie school in Toulouse.
In the wake of the various mobilizations of activity center coordinators associated with the school (CLAE) and other extracurricular structures, the parents of delegated students from the Ricardie elementary school (Saint-Agne district) also disagree on the rate. supervision revised upwards by the town hall of Toulouse.
In fact, as of January 1, 2022, following a decision by the municipal council in October 2020, an animator will have to take charge, on extra-curricular time, of 18 students instead of 14 in elementary school and 14 instead of 10 in nursery school. Last June, the deputy mayor in charge of school affairs Marion Lalane de Laubadère wrote to all schools to be part of the application of the measure.
To justify this new rate of supervision, the city is based on a report from the Regional Chamber of Accounts of 2013, except that the parents of pupils of the Ricardie school, in a long letter addressed to the mayor of Toulouse Jean-Luc Moudenc, do not read it the same way.
The financial question on the table
“In the first place,” write the delegated representatives, “we are surprised at the only arguments you have chosen to retain from the chamber report. The chamber notes, from the preamble of its report, that the demographic situation of Toulouse, particularly dynamic, fully justifies the increases in educational budgets ”.
The financial question is, in essence, swept away by families: “More than a reduction in costs, they recall, the chamber pleads for a rationalization of the financial year. We thus dispute the reading which was made of this report, and which led your team to proceed to arbitrations, with the winning outcome it was chosen to loosen the staffing rate, as well as to modify the conditions of ’employment of speakers’.
Five pages addressed to the mayor
In a letter sent on June 1 to schools, the assistant in charge of school affairs had explained that the “town hall will model extracurricular supervision on national regulations”.
At the end of five pages, the parents of the pupils finally demand from the Chief Magistrate of the city the cancellation of the measure.
” For all these reasons […], we ask you […] to give up the application of the relaxation of extra-curricular reception conditions, to preserve the rate of supervision and to work to improve the contractual conditions of supervisors rather than accept their precariousness ”. Will they be heard?
Nothing is less certain, according to our sources, in Toulouse, which has 210 schools in total and some 35,000 primary school pupils.
