Despite criticism, Prague 15 will conclude an agreement on an apartment construction plan
According to the agreement approved by the city council, the town hall will not oppose the changed zoning plan and the investor of the city district will leave the land for the park, to which it will contribute three million crowns. The agreement was criticized by the opposition group fifteen of our homes, and a petition of local residents was raised against the construction.
The amendment follows an earlier memorandum with the developer, the updated agreement now covers a larger area. Central Group plans to build apartments on land west and south of the shopping center. Further south towards Botič, a new park is to be created. Part of the agreement is that after its construction, the company will transfer the land to the city district.
Representatives of the Patnáctka group our home criticized the agreement and the entire construction plan. They did not like that the sports and recreation zone, where there is a football or hockey field and a riding school, should disappear. “We will destroy a part of the territory, we will destroy the sports grounds for our citizens and this will create investment flats that will not make our housing cheaper,” said representative Milan Ducko.
His colleague Marcel Pencák added that the zoning plan does not allow the creation of the promised park, that the whole area is located in the protection zone of the natural monument Meandra Botič and that the prepared new Metropolitan Plan envisages its preservation for recreation. He also pointed out that a petition from local residents had arisen against the Central Group’s intention. After the discussion, the Patnáctka embassy club tried to push through that the city district would not agree with the discussed change in the zoning plan necessary for the construction, but without success.
Deputy Mayor Michal Fraunterka said that part of the agreement was to coordinate the process with the capital so that the park could be built. He added that there should be only retention and anti-flood measures in the vicinity of Botič. “The entire territory, with the exception of one percent, is owned by private individuals,” he added. Deputy Mayor Petr Neumann said that the planned change of the territorial lord is of good quality. “The experts who dealt with this evaluate the change as very positively processed,” he said.
The ruling coalition consists of representatives of the ANO, ODS and TOP 09 parties, who have 19 seats in the 31-member council. The winner of the municipal elections held in 2018, the Patnáctka náš domov group, composed of candidates from the KDU-ČSL, the Green Party, the Pirates and the Independents, ended up in opposition. Prague 15, which is in the southeast of the capital, has about 33,840 inhabitants and consists of two cadastral areas – Hostivař and Horní Měcholupy.
