Toulouse Métropole has developed a very ambitious climate plan

Toulouse Métropole adopted in June 2019 its 2018-2023 territorial air climate plan (PCAET) for its 37 municipalities and 783,350 inhabitants, more ambitious than the previous one and extended to air quality, in accordance with the law on energy transition. The new plan plans to reduce greenhouse gas emissions by 40% compared to 2008 and energy consumption by 20% compared to 2016 by 2030. The community is also committed to doubling production. renewable energies.
To achieve this, a vast program of actions was adopted in 2018, which earned the city the European Cit’Ergie label in June 2019 for its ambitious climate, air and energy policy. A major component concerns the energy renovation of housing, with aid to residents. The objective is to go from 3,000 to 7,500 private housing units renovated by 2026. There is also a thermal renovation program for HLM buildings and municipal buildings.

A second important chapter concerns transport. With an average population increase of 9,200 inhabitants per year in Toulouse Métropole and 18,000 in the urban area between 2012 and 2017, the agglomeration will have to absorb 500,000 additional daily trips by 2025. greenhouse gas emissions and 82% of nitrogen oxides …
To reduce pollution, the climate plan provides that at least half of trips will be made other than thermal vehicles in 2030. The automobile part will have to go from 53% to 44% of trips, in favor of cycling and public transport. These behavioral changes should reduce greenhouse gas emissions from travel by 22% in 2030 compared to 2008.
The construction by 2029 of a third 27-kilometer metro line between Colomiers and Labège, which will serve the aeronautical park and the activity areas of Montaudran and Labège, contributed to this.
The metropolis also wants to double cycle paths to catch up. The Tisséo public transport union has programmed a network of 13 express bicycle lanes over 370 kilometers in the metropolitan area by 2030. The metropolis voted in June for a budget of 80 million euros over five years.
Toulouse will open in the coming months a low emission zone (ZFE) inside the ring road and Arc-en-ciel ring road, thus ejecting the most polluting vehicles. “To have the ZFE accepted, the metropolis grants bonuses for changing vehicles of 1,000 to 5,000 euros depending on resources,” indicates François Chollet, vice-president of Toulouse Métropole in charge of ecology and energy transition. Since January, we have recorded 700,000 euros in premiums for the purchase of a car or a bicycle. “
Encourage renewable energies
The climate plan also envisages that local energies provide 10% of electricity consumption in 2030. Toulouse Métropole opened in 2019 a second heat network using the fatal energy of the household waste incinerator. This large 36-kilometer network built by Dalkia for 49 million euros serves the equivalent of 15,000 homes, including Rangueil hospital, and prevents the release of 19,000 tonnes of CO2 per year. The metropolis has also been injecting biomethane produced by the wastewater treatment plant into the gas network since the end of 2020.
Finally, the largest urban photovoltaic plant in France opened last year in the flood-prone part of the Oncopole campus. Built on 25 hectares by Urbasolar for 12.4 million euros, this 15 megawatt peak power plant burned the consumption of 4,000. “We refer to the results of the climate plan at the end of the year with indicators, concludes François Chollet. We expect the result on renewable energies to be positive but it will be necessary to improve for the greenhouse gas… ”
