the undeclared demonstrations banned in the hypercentre this Saturday
“Acts of violence”, “an anarchic wandering”, “an obstacle to movement”, “the invasion of several places”, “throwing projectiles” … disturbances to public order noted by the prefecture of Haute-Garonne during the anti-sanitary passage demonstrations in recent months.
“These troubles could recur on Saturday, October 30, 2021”, underlines the prefect of the department. Consequently, access to the Toulouse hypercentre is prohibited to any unreported protest rally this Saturday, October 30, 2021. This ban has been recurring for several months now.
Non-compliance with health measures
The prefect of Haute-Garonne also denounces non-compliance with sanitary measures. “It was noted the non-compliance with barrier measures and social distancing during previous undeclared demonstrations,” he said. Or, in the event of a high population density, this would be “likely to promote the transmission of Covid-19”, estimates the prefecture.
Faced with the epidemic risk, the representative of the State adds: “The absence of declaration of demonstration does not make it possible to identify the organizers able to control the number of participants, the respect of barrier measures and social distancing, then even that Toulouse’s shopping center is very busy on Saturdays“, supports the prefect.
“Demonstrations are not prohibited as such”
The prefect however specifies: “The demonstrations are not prohibited as such, provided that they do not enter the perimeter of the hypercentre of Toulouse and that the gestures barriers are applied there”.
The perimeter of the hypercentre in question is delimited by the boulevards, which are not included. In the event of participation in an undeclared gathering in this area, the protester faces a € 135 fine. The organizer, him, outstanding a 6-month prison sentence and a € 75,000 fine.
