Alfredo Zonzini’s moving greeting to the FUCS-CSdL, the Federation he led for 11 years, was one of the most touching significant moments of the 14th Congress of the Unitary Construction and Services Federation, held this morning at the Palace of Serravalle. 62 elected delegates, of which 65% are women, and with a large presence of young people (50% were delegates for the first time), a very significant sign that bodes well for the future of the Federation and the CSdL.
This is what is reported in a press release. “Alfredo Zonzini began with a heartfelt memory of the 92 victims of Covid, also recalling an activist and member of the governing bodies of the Federation, Jader Gasperoni, who passed away recently. A heartfelt applause was dedicated to all of them.
Zonzini recalled how the commitment from 2010 to today, together with the officials Stéphane Colombari, Diego Moretti and also recently Matteo Missiroli, has allowed a considerable increase in FUCS, which today have exceeded one thousand. “There is still a lot of need for a union, Zonzini stressed – and now that the acute phase of the pandemic seems to have overcome direct contact with the workers.”
“The CSdL and the FUCS are a beautiful family, there is a great desire to move forward and to always reach new goals for the workers. Even if in a different capacity, I will always be with you”, concluded the outgoing Secretary with strong emotion.
Stéphane Colombari’s report ranged from general themes to more specific ones of the many sectors that the FUCS deals with. The first thought was a thank you to all the health personnel and workers who have allowed this first return to normal conditions in daily life.
“The method of governing has not changed at all despite the pandemic emergency – underlined Colombari – the comparison has been lacking too much. The CSdL, the most representative trade union organization, is always ready at the table to carry out the necessary reforms; tax reform, pension reform, the transition from single-phase to VAT, integration with Europe, as well as the whole issue of the welfare state and health care. “
“It is emblematic that we are faced with an executive that a year ago committed the country for the next decades, inaugurating the debt season without the slightest confrontation and without due presence”, remarked Colombari, recalling the bridging loan with Cargill and the 340 million shares on the international market.
The passage on the tax reform is central: “In terms of tax revenues for direct taxes, almost all of what the State receives is paid by us, employees and retirees. We cannot say the same for the categories of self-employed workers and companies. , the IGR declarations of 2019, so before the pandemic, say this: 80% of these categories declared an income between 0 and 15,000 euros; in comparison, the average income of an employee in San Marino is about 24,000 euro !!! Today it is no longer possible to tolerate tax avoidance and evasion, and it is time for everyone to participate in reviving the country based on their income and assets. “
On the subject of pensions, Colombari pointed out: “More than a reform, the Secretary has anticipated interventions that are more than anything else corrective to make money, but they are not to be minimized, on the contrary. We know very well that the reform will be restrictive / pejorative, but it must remain sustainable from a social point of view. For the CSdL, long careers, strenuous jobs, career careers between men and women will have to be taken into account. “
No one on the hypothesis of labor market reform being discussed with the Secretary Lonfernini. “Ours is this reform and the pretext to bring temporary work back to San Marino. The CSdL wants to be clear: we are ready to oppose this project, as in 2005 a San Marino worker went on strike for more than 100 hours to eradicate temporary work” .
The last part of the report was dedicated to the contracts dealt with by the Federation, all expired, some for just over 2 years, others for over 10 years. The many sectors represented by the FUCS involve as many as 7,100 workers with expired contracts. “It is clear that national contracts must be renewed, without ifs and buts, it is a question of law and dignity. Admitted and not granted that contracts can be defined with the counterparties. Decent, at an economic level this will not be enough to defend our purchasing power.
There is also the whole regulatory front that must not be neglected. “We will have to work on an important aspect: working hours and its scheduling. Too often in commercial, catering and service companies, where mainly women work, the weekly hours are communicated to employees at the last minute, preventing them to be able to organize one’s family and private life in a serene way. In these conditions it is also difficult to schedule a simple medical examination. I believe that this is no longer acceptable. This is also a factor of respect and dignity. “
“Still with regard to trade-bar-hotel-restaurant-service contracts, another objective is to certify / document the hours worked; why not through IT and innovative tools? There are sectors, such as catering or cleaning, where too often on the 10th of the month we realize that there are hours on the paycheck …
One of the sectors with the contract expired for over 10 years is that of banks. The reasons why the banking sector is in severe crisis today are certainly not the responsibility of the employees. We need in San Marino an efficient Court and above all free from political interference to bring out the responsibilities and identify who has determined the enormous amount of NPLs. “
“I believe – continued Colombari – that the acts of responsibility are the first step to restore a certain confidence in the San Marino banks. The disruptions have caused an outflow of liquidity by private individuals of about one billion, and many San Marino companies they have opened credit lines in Italy. An overall and shared relaunch project is therefore necessary to reorganize the system and manage NPLs. “
Finally, an organizational reference to the FUCS, which as mentioned today has more than a thousand members. “We are part of the CSdL, the trade union with the largest number of members in San Marino. Our Federation is the most representative in all sectors, from construction to commerce, from services to the bar-hotel-restaurant sector, without forgetting the ‘State company, Stéphane Colombari proudly emphasized.
