Filipa Roseta will be a full-time councilor in Lisbon and will have to resign as deputy – Observer

It was one of the great formulations in the composition of the Currency Executive, but it will be undone: Filipa Roseta must assume the full-time housing department – and on-call – and this will have to renounce the deputy’s place on the PSD bench.
The chamber meeting is scheduled for 3:30 pm on Friday, but according to the proposal by Carlos Moedas, to which the Observer had access, to establish the number of councilors in permanent regime, the president wants to see the proposal of “Seven councilors on a full-time basis”, which clarifies the position of Filipa Roseta. As a councilor on a permanent basis, she is no longer able to sit on the social-democratic bench in Parliament.
In Público, the PSD deputy had previously rejected the idea of ”incompatibility” if she stayed part-time in the municipality, but the situation left some doubts aside. The deputy took refuge in the text of the law to justify the solution she had equated: “There is no incompatibility if the office of councilor is to be exercised on a non-permanent basis, that is, without the right to remuneration and only entitled to an attendance pass for each ordinary or extraordinary meeting of the respective body and of the committees in which it attends and participates”.
But autarchy sources heard by the Observer emphasize that there was room for “doubts about the legitimacy of some hypotheses that could come into conflict”, which will have weighed on the decision.

To the Observer, the president of the Commission for Transparency and Statute of Deputies, Jorge Lacão clarifies that the fact that the portfolio is assumed on a permanent basis constitutes an incompatibility. Refusing to comment specifically on the case of Filipa Roseta, believing that a social-democratic deputy only consulted him “in a personal capacity”, Lacão says that “any regime of full or part-time permanence is considered incompatibility”.
With the request for Coins for seven councilors, full-time on a permanent basis, it will be inevitable that Filipa Roseta will resign as a deputy.
