Toulouse. Parking: vehicles equipped with cameras will flash those who have not paid

There will soon be something new in terms of parking at Toulouse. The city council is preparing to vote, Friday, October 22, 2021, a deliberation on the “establishment of a parking control by an automatic number plate reading system ”.
“4 to 5 vehicles” LAPI will disembark
According to our information, the Toulouse town hall – which prefers to wait until Friday in order to communicate more precisely on this measure – wishes to acquire “4 to 5 vehicles” equipped with an automatic number plate reading device (LAPI). Behind this somewhat barbaric name actually hides a formidable weapon against parking infractions.
Car in Toulouse, still too many motorists do not pay for parking when they park in a paid space. Which can contribute to the saturation of certain neighborhoods in the city center and in the suburbs, even though some private underground car parks are sometimes underused.
PV had increased in 2018
And despite the increase in the “post-parking package”, the amount of the PV of which rose from 17 to 30 euros from the 1uh january 2018, the fear of crying does not seem to frighten users, who are reluctant to change their habits.
In 2017, the Capitol estimated that only “20% of motorists” paid for parking in the Pink City. If we do not have updated figures at this time, not sure that this rate has significantly increased.
Or, the number of paid places increased. On account some 16,300 to date, compared to 12,600 in 2019.
Car hunting suction cups
“The idea is to reclaim paid parking areas. The objective is to facilitate the rotation of on-street parking, ”blows a source at Toulouse City Hall in Toulouse news. These vehicles can travel throughout Toulouse, in all paid parking zones“.
These new vehicles therefore constitute one more weapon in the city’s hunt for suction cups. Because in Toulouse, the rule in force is as follows: in areas where paid parking is possible, it is not possible to stay more than 24 hours in the same place. A rule that is not sufficiently followed and which can cause problems, in particular in areas where resident parking is set up.
When will they be in service?
“The objective is to implement this device in the first half of 2022“, One specifies at the town hall of Toulouse, which argues that other communes – whatever the political edge – have already thought of such a system, like Montpellier (Hérault), Lille (North) or Brest (Finistère).
Before commissioning, a call for tenders will be put in place and training of public highway surveillance agents (ASVP) will be assured.
How it works ?
So how do these LAPI vehicles work? Equipped with cameras connected by a tablet, they are able to record continuously while driving, license plate numbers.
The system will then verify that the controlled license plate has been recorded in the parking meter and that the parking has been adjusted. Unstoppable, then! This new device should thus allow Toulouse City Hall to further encourage users to pay for their parking.
