Green pass, from October 15th what changes and what to know
Reopening the country safely and far away by increasing vaccination coverage as much as possible is the government’s goal. From yesterday 15 October until 31 December 2021, the deadline for the end of the state of emergency, the use of the Green Certification Covid-19 is extended to the whole world of public and private work. The decree-law of September 16, 2021 provides for this: all public and private employees, VAT numbers, whether they are owners of individual companies, freelancers or HIV-positive professionals. WHO CAN OBTAIN CERTIFICATION
The COVID-19 green certification is generated automatically and made available free of charge in the following cases:
1. have carried out the first dose or the vaccine single-dose from 15 days;
2. have completed the vaccination cycle;
3. having done the additional dose in the first vaccination course;
4. be results negative to a molecular swab in the last 72 hours or antigenic rapid in the previous 48 hours;
5. to be healed from COVID-19 in the previous six months.
PUBLIC AND PRIVATE WORK
Until 31 December 2021, the use of the Green Pass is essential to access public and private workplaces:
– all the staff of public administrations to access the workplace, he must be in possession, to be shown upon request, of the Covid-19 green certification. The obligation also concerns the staff of independent Authorities, Consob, Covip, Bank of Italy, economic public bodies and bodies of constitutional importance. The restriction also applies to holders of elected offices or top institutional positions. Furthermore, the obligation is extended to subjects, including external ones, who carry out their work or training activities in public administrations for any reason;
– anyone who carries out a work activity in the private sector, to access the workplace, is obliged to possess and exhibit, upon request, the COVID-19 green certification. The obligation is also carried out to all subjects who carry out their work, training or volunteer activity at the same office, even with an external contract, for any reason whatsoever;
– The administrative staff and magistrates, for access to the judicial offices, they must possess and exhibit the Green Certifications. In order to authorize the full progress of the proceedings, the obligation does not extend to lawyers and other defense counsel, consultants, experts and other auxiliaries of the magistrate unrelated to the administration of justice, testimony And parts of the process.
Green Covid-19 Certification is also required to participate in public competitions from 23 July 2021.
SCHOOL AND UNIVERSITY
The obligation concerns:
– anyone who adheres to all structures of educational institutions, educational and training is required to possess the Covid-19 Green Certification. This arrangement it does not apply to children, ai students and ai students attending regional training systems, eg exception of those who take part in the training courses of Higher technical institutes.
– anyone with access to a structure of the national education and training system, including childcare facilities, evening course facilities, adult education centers, regional higher technical education and training systems and higher technical institutes and the higher education system;
– staff, students and anyone who adheres to the structures of university institutions and higher artistic and dance training and other higher education institutions connected to universities must possess and are required to exhibit the COVID-19 Green Certification.
ACTIVITIES FOR WHICH THE GREEN PASS IS REQUIRED
– catering services carried out by any establishment for consumption at the table, if indoors, with the exception of catering services in hotels and other accommodation facilities reserved exclusively for customers who stay there; shows open to the public, competition ed sport events;
– museums, other institutes and places of culture and exhibitions;
– swimming pools, swimming centers, gyms, team sports, spas, even within the accommodation facilities, limited to the activities indoors;
– festivals And exhibitions, conferences And congress;
– spas, excluding the accesses necessary for the provision of services falling within the essential levels of assistance and for the performance of rehabilitative or therapeutic activities;
– theme parks and entertainment;
– cultural centers, social and recreational centers, limited to indoor activities;
– parties for civil and religious ceremonies;
– game sale, betting sales, bingo and casino sales;
– dance sale, discos, similar places.
MEANS OF TRANSPORT IN ITALY
From 1 September 2021, access and use of the following means of transport is allowed only to subjects with Covid-19 green certification:
-aircrafts used for commercial passenger transport services;
– Domestic Flights, in particular for travel by plane on all flights departing from or arriving at Italian airports it is necessary to have a Green pass or equivalent certificates, with the exception of minors excluded by age from the vaccination campaign (up to 12 years of age) and subjects exempt on the basis of suitable medical certification;
– ships And ferries used for interregional transport services, with the exception of those used for maritime connections in the Strait of Messina and those used for maritime connections to and from the archipelago of the Tremiti Islands;
– trains used in passenger rail transport services of type Inter City, Inter City Night e High speed;
– bus used for passenger transport services, with undifferentiated offer, carried out on the road continuously or periodically on a route that connects more than two regions and having itineraries, timetables, frequencies and pre-established buses buses used for rental services with driver, with the exception of those used in additional local and regional public transport services
– cable cars, cable cars And chairlifts, if used with the closing of the domes, for tourist-commercial purposes and also when located in ski areas, without the sale of travel tickets.
The use of other means of transport can also take place without the green pass, subject to compliance with anti-contagion measures.
TRAVEL IN EUROPE
From 1 July 2021 the COVID-19 green certification is valid as EU digital COVID certificate and makes it easier to travel to and from all European Union countries from other European countries such as Iceland, Norway, Liechtenstein, Switzerland, Andorra and the Principality of Monaco. and from Israel.
To travel to Europe and enter Italy, the traveller’s COVID-19 Green Certification must certify one of the following conditions:
– have completed the prescribed anti-SARS-CoV-2 vaccination course
– or be cured of COVID-19 (the validity of the certificate of healing is 180 days from the date of the first positive swab)
– or having made a rapid molecular or antigenic swab carried out in the 48 hours before entering Italy with negative results. Minors under the age of 6 are exempted from taking the pre-departure swab.
EXEMPTIONS
COVID-19 Green Certification is not required for the following categories of people:
– children under 12 years old, excluded by age from the vaccination campaign
– exempt subjects for health reasons vaccination on the basis of suitable medical certification
– citizens who received the ReiThera vaccine (one or two doses) as part of the Covitar trial
– people in possession of a SARS-Cov-2 vaccination certificate issued by the competent health authorities of the Republic of San Marino
With regard to the extensions of validity of the exemption certificates, it is specified that a new release of the certificates already issued will not be necessary, except in cases in which they contain data of the interested party, additional to those indicated for their condition, of a sensitive (e.g. exemption clinic)
