NextGenerationEU: Bulgaria presents official recovery and sustainability plan
The Recovery and Sustainability Mechanism is at the heart of NextGenerationEU, on the other hand, € 800 billion (at current prices) will be provided to support investment and reform across the EU. The Mechanism for Recovery and Sustainability will play a role in helping to strengthen Europe, in order to avoid a semi-severe crisis and to ensure an environmentally sound and digital transition.
The plan should be presented after the Commission and the Bulgarians organize a verified intensive dialogue.
Bulgaria’s plan for recovery and sustainability
Bulgaria for search without exclusive funds amounting to a total of 6.6 billion euros under the Protection and Sustainability Mechanism.
The plan for Bulgaria is structured around four pillars: Innovative Bulgaria, Green Bulgaria, Connected Bulgaria and Fair Bulgaria. The plan includes measures in areas such as the decarbonisation of the economy, education and skills, research and innovation, smart industry, energy efficiency, sustainable agriculture, the digital connection, social inclusion and health. Design in the plan to cover the entire life cycle of the Mechanism for Prevention and Sustainability until 2026. The plan proposes projects in five of the seven leading European areas.
next steps
The Commission will assess the plan for Bulgaria on the basis of ten criteria set out in regulations and will change its content in the law. This assessment will include an overview of what makes a contribution plan to effectively address all or a significant part of the impact identified in the relevant country-specific requirements submitted in the context of the European Semester. The Commission will also assess that the plan provides for at least 37% of the allocation for investment and reforms in support of climate goals and at least 20% for digital revenue.
As a general rule, the Council will have four months to adopt the Commission’s proposal for a Council implementing decision.
The Commission has already received 26 recovery and sustainability plans. This will continue to work with the Dutch authorities to help them choose a high quality plan.
The Commission accepts positive evaluations for 22 plans. It will continue to evaluate plans for Sweden, Poland and Hungary.
