Opponents of the government’s measures will meet on October 28, not limiting the number limit to one hundred
According to the list of announced events from website of the Prague City Hall there will be an event called Manifestation for Freedom and Truth condemning terror and manipulation takes place from 11:55 to 15:00 next to the Old Customs House in Republic Square.
According to their statement, the organizers are helping to ensure the riots in which Sunday’s demonstration in the Old Town Square took place. According to the description of the event on the petice.com website, their manifesto should take place peacefully.
“Take something to sit on, pillows, polystyrenes or foams, blankets, etc. To help provocateurs to violence, we will sit on the pavement, where the government is gradually sending us all anyway,” it says in invitation under a petition signed by 1,088 people.
The organizers see the reason for convening the events in the fact that, according to them, the government does not comply with the law and there is no reason for the declared state of emergency.
“A state of emergency is to be declared by the government only when the people need it. The people did not need any state of emergency and did not call for any new ones. According to our information, doctors are not in need either, and we know that healthcare professionals are used to illnesses. The hysteria around was caused by politicians, “said organizer David Tesař to iDNES.cz.
The number of participants is limited by the organizers of the accident
The event was originally reported for 500 people, which is the maximum number set by the government. However, this will change from Thursday, as the government, in connection with the introduction of stricter measures, has newly allowed the participation in demonstrations for a maximum of 100 people in the services of a maximum of 20 people.
“The convener must respect government measures and, if they are respected, events can take place,” said Vít Hofman, a spokesman for the municipality.
However, conveners limit the number of participants in accidents.
“The right to convene our assembly, our Manifesto, is based on Article 23 of the Charter of Fundamental Rights and Freedoms, which is not affected by a state of war, let alone a state of emergency. We will recommend the most sterile mouthpiece to the participants, “remarked Carpenter.
The events may end prematurely, as in the case of a demonstration in the Old Town Square, which was ended by an official of the Prague City Hall on the grounds that the organizers did not ensure compliance with hygiene measures.
The municipality can not ban the assembly at first
As the constitutional lawyer Jan Kudrna said earlier to MF DNES, the organization of public assemblies is enshrined in the basic charter of rights and freely in the constitution. The municipality can gather forbidden only if the officially announced purpose will incite violence.
The mayor of Prague, Zdeněk Hřib, pointed out the limits of what the municipality can do in this direction.
“The municipality does not have the authority to allow or disallow demonstrations, either in an emergency or during a lockdown. The notification of the convener is sufficient for their implementation. The law allows demonstration to be prohibited only in very exceptional requirements. If the convener’s announcement complies with government regulations, it is practically impossible to ban it, “the mayor confirmed.
At the same time, he hopes that people will remember October 28 so as not to endanger others. “We think of paramedics who work at the limit of their strength, and I do not complicate the already quite demanding work with my behavior,” added Hřib.
The municipality could at most suggest a change of location, for example outside the center. However, according to the spokesman of the municipality, Vít Hofman, this would be complicated due to the population density.
“The question is to what extent the impact on non-participants would be smaller elsewhere than in the notified places. Any proposal for another place is not binding for the convener and may insist on his announcement, “said Hofman.
The risk is chanting without veils and spacing
According to the epidemiology of Rastislav Maďar, who was initially the head of the epidemiological group of the Ministry of Health, but left after the disputes, the most risky chanting at the demonstrations is without gaps and veils.
“For events of a similar type as in the Old Town Square, the most risky part is standing in one place in close proximity without following the recommended distances and without drapes, and where shouting or chanting, thus excluding more droplets from the upper accessible roads and for longer range, “said the Hungarian.
According to him, it is also problematic to mix participants from different regions, who can then bring the disease back to their town or village, where the situation could have been better so far.
“In the current epidemiological situation, public transport, which we move to crowds of people there, also poses a risk, especially long-distance, where the exposure is longer and more stationary,” he added.
The last demonstration in the Old Town Square took place in a street battle with the police:
