Candidate for a new mandate on the National Council, Marine Grisoul hopes for great improvements for the practice of sport in the Principality.
On February 5, the national elections will take place. On the list led by Brigitte Boccone-Pagès, the Monegasque National Unionwe find Marine Grisoul, today President of the Commission for Education, Youth and Sports.
A new candidate for the elections, the young woman draws up a very positive assessment of her previous mandate and gives us the various files on which she wishes to invest herself, if she is elected again.
You are running for new national elections, what are your objectives in the event of re-election?
If I am re-elected during this next term, I wish to continue working in the national union, which has proven itself throughout the Covid crisis. We will have to continue the step towards the other with the government, to work together effectively. I would like to continue to invest myself for young people, many advances have been made but there is still a lot to do, such as, for example, concerning their orientation.
What is your assessment of your previous mandate? What is your greatest pride?
During this mandate, I was the rapporteur for numerous pieces of legislation, such as the bill on the reform of the provisions relating to the criminalization of sexual assault, the simplification of proxy voting, the law relating to unconventional practices participating in well-being (alternative medicine), or the obligation to prescribe drugs for human use in common names, for example.
Before being appointed as President of the Commission for Education, Youth and Sports, I regularly participated in this Commission as well as in the Commission for the allocation of school grants. Having a particular affinity for ecology and sustainable development, I spoke a lot during public sessions on subjects such as boat pollution, the incentive to sort in the Principality with the implementation of more systems, I participated in working meetings to influence the Government on the choice of the future waste recovery plant in the Principality. I also had the opportunity to represent the National Council during international trips such as the Interparliamentary Union and the Assembly of Francophone Countries.
My greatest pride is to have been able to work alongside Stéphane Valeri, to have been supported and to have been able to learn from such a politician. I am really invested for my first mandate. I also loved being able to accompany the National Youth Councilsince I took office as President of the Commission.
Among your priorities during your mandate: the Stade Louis-II. What improvements do you hope to see in the short and long term on this infrastructure (seats, refreshments, columns, image of the stadium internationally, etc.)?
In the short term, it is imperative that a comprehensive, effective and rapid renovation be implemented, particularly with regard to everything relating to public reception.
In the long term, the Government must put in place an action plan to allow all associations to practice their sport, at times that suit them. This is the biggest challenge of this restructuring: the rooms and the location for the sports associations.
In an interview published in Monaco-Hebdo last July, your predecessor Marc Mourou regretted the absence of a real legislative framework for the practice of sports in the Principality. What do you think ?
I totally agree with him. This subject has been on the table for more than 20 years but there is still nothing concrete. The Government has told us that it is in the finalization phase but, to date, we have still not had the slightest presentation from them.
We must continue to insist and encourage the government to deliver a bill to us as soon as possible. This law will make it possible to defuse a lot of the problems encountered by the various actors concerned currently in the practice of sport. It is necessary to look into the status of high-level Monegasque athletes practicing Olympic sports or not, to encourage the establishment of real “Sport Studies” classes, organized according to the schedules of the athletes.
One of the objectives of this text is also to define the role of the various actors concerned, as well as to regulate the various aspects such as school sport, professional sport, amateur sport, fitness clubs, sports coaches, medical supervision and the fight against doping.
But above all, and this is certainly the most important subject of this text, redefining the rules for the distribution of subsidies to sports associations. In reality, we should call for a bill, but we believe that it is the role of the Government to legitimize preference according to the policy it wishes to put in place in the Principality on sport.
Do you have concrete projects that you would like to implement for young people in Monaco (creation of leisure facilities, new activities, etc.)?
Regarding young people, I want to see to the implementation of activities such as the roller track, for example, which the National Council for Young People wants. There is a real expectation of young people on this subject. Our young people are bored in Monaco and sometimes have to go outside of Monaco to have fun. I find it a pity.
I want to create a place of sharing between young people, which allows group emulation, both in activities, art and sport. I would also like to start setting up career management from middle school, in particular through skills assessments and real follow-up on a case-by-case basis. The Department of National Education is already doing a lot and we want to continue working together to best develop the development of our youth.
