Snow emergency management, Secretary Canti replies to Rf’s accusations and reveals the background of tensions in Aaslp
Stefano Canti, Secretary of State for the Territory, responds to the accusations of the future Republic on the snow emergency management in San Marino and on the management of the Aaslp.
After addressing “heartfelt thanks to the technical and operational staff of the eviction service never for having worked without interruptions to restore the road system and for the commitment made in the various activities”, Canti replies to the opposition party: “Repubblica Futura never misses an opportunity to denigrate the snow clearing service, it’s a pity for them that they don’t agree that in doing so they accuse people who work in a spirit of service not knowing, moreover, that, the operatives who perform this service have always been the same for years and who know their job well.
It must be said – writes Canti – that the snowfall these days has been extraordinarythat an event of this magnitude had not been seen for several years and that, despite the extraordinary nature of the atmospheric event during which a lot of snow and rain fell in a short time, all the technical and operational staff of the snow clearing service worked without interruption to restore the viability with the utmost commitment in the various activities”.
Then the Secretary of the Territory explains in detail the reasons that led to the chaos in the identification in recent weeks of those responsible for the Operational Coordination Center (CCO), the body that acts as control room for all snow clearing operations.
The fees for the “Snow clearing service” are regulated by a regulatory-economic agreement which dates back to 2010 and is valid until 2018 and has therefore now expired.
This expired contract provides that to the technicians of the AASLP that make up the CCO, “in addition to the normal remuneration, a gross monthly indemnity is recognized for 6 months of the year (from October to April), equal to 622.13 euros/month for technicians and equal to 794.72 euros/month for managers, in addition to the fixed daily leaving allowances of 45.01 euros/day and overtime provided (outside normal working hours) for the clearing service, never if activated”.
Last summer the Director of the AASLP, Ing. Juliana Barulihas formulated some proposals for revision of the Agreement “in compliance with the objectives set in one’s employment contract” by the General Directorate of the Public Function “also in view of process of renewing the contract with the unions“.
Canti explains that Director Barulli’s proposal, “reserved and not even presented to politics“, provides for “the conversion of the function and coordination allowances of the CCO technicians into on-call allowances at the hourly rate established by the collective bargaining agreement in force – equal to 1.49514 euros per hour, as is the case for the entire Public Administration, with result economic reduction against a lower commitment in terms of availabilityproposing to reserve the function of coordinator to the 8th and 9th levels already compensated and included in the remuneration relating to the role profile”.
Not only. The Director has also proposed a different organization of the service, with rotational insertion of new figures within the CCO.
On the other hand, as well explained in the attachments of the response of the Secretary Canti to theRF interpellation of last December 2, in recent years the CCO has been formed by a close-knit team of volunteer AASLP technicians. Faced with the proposals for new provisions, these employees have presented the top management of the Company with a choice: either the rules remain the previous ones or we are not willing to be part of the CCO for the current winter. And so it was.
Therefore the Director and Board of Directors of the Aaslp first, and then the State Congress, had to look for other volunteers also from Aass and Civil Protection, going to create a CCO always made up of 9 people of which only a minimal part with previous experience.
“The crux of the question – explains Canti – was not to “expel” someone as reported in the press release of Repubblica Futurabut to guarantee an essential public service following the position taken and the unavailability of a few technicians defined as experts (4 people) only because they were asked to notify themselves in the service.
Alternation – underlines the Secretary – provided for by law and lawful for those who for years have aspired to become responsible, having carried out staff service for years and more necessary than ever to ensure experience training for those who have expressed an interest in entering service following their recent entry into the Company and also considered essential due to the recent retirements of experienced technicians. With codified and well-defined procedures, the service must be able to be performed even in the absence, for various reasons, including personal ones, of those who have always done so”.
Then the lunge: “It is unacceptable for a public employee to refuse to perform an essential public service just because he has become aware of a proposal for organizational change and the relative indemnity, a proposal not yet presented to the policy and therefore in fact not implemented”.
For songs “qthis is the reality of the facts of which Repubblica Futura is perfectly aware as they have been provided with all the documentation necessary to understand the situation, but as the opposition party usually does, it is better to take sides against those who ride the discontent by exploiting , mystifying the reality of the facts and denigrating the Secretary of State for the Territory. Finally, the Secretary deems it “inappropriate that the normal planning and business continuity activity of the essential snow clearing public service is equated by RF to “ethnic cleansing” as I recall that this term has been used in the past in the face of warlike events, I don’t think that corporate dynamics and availability can be equated to a war conflict. For my part and the Director of the AASLP, Ing. Barulli, there is a sense of duty in carrying out projects for the growth of the country and a desire to improve even in the face of those who claim “we’ve always done it this way” and does not propose alternatives to optimize and evolve. The data, the numbers and the results obtained will speak on this.
I will ask in the next few days – Canti concludes – a report to the Director of the AASLP on the management of the current emergency in order to understand the reasons for some alleged delays or difficulties encountered and will make them public in order to inform all Citizens about the work of these last two days of extraordinary atmospheric events”.
