San Marino. Demos: “Former clay pigeon shooting, DES and European membership, more voice for citizens”
“More voice to the citizens”. This is the request that comes from Movimento Demos, critical of the Government and of the lack of agreement on some power plants for the development of the Republic.
Important decisions for its future are engaging the country at the beginning of the year in a discussion that should be as broad as possible with the involvement of the population on such specific issues and situations.
Instead we are dealing with secret sittings, bills presented in a hurry, tender procedures with extremely tight deadlines obviously aimed at foreign investors.
It is true that for years now the lawsuit over the former clay pigeon shooting area has been blocking the necessary and urgent redevelopment of this wonderful place. However, now we learn from the press that the government has issued an international call for enhancement through a free use concession for no more than 20/30 years without taking into account the contributions and contributions of those who live in that area and know it well .
The Giunta di Castello of the City of San Marino, for example, has, during its mandate, developed a remarkable, enterprising project focused on the cultural needs of the population, in particular regarding the development and aggregation of young people.
Those who, like us, have been able to read the project, cannot help but feel “excited”.
There is a precise will and a design aimed at creating community, attracting young people but not only in the Members of the Council. This green area of immense beauty and breathtaking panorama would be particularly suitable for the creation of a sports park open to all which could bring benefits, especially to children, who are increasingly isolated and locked up in a purely telematic world and devastated by 3 years of pandemic.
The discomfort that the very young have had to face is not new, several studies now report the increase in episodes such as self-harm, drunkenness, drug and substance use in an increasingly young population.
Demos is highly skeptical of the positions taken by the government, by now the spasmodic search for the foreign investor on duty has brought down the mere motion of quantization on our system too, but what resource is more fundamental than who will be our tomorrow?
Our Bill of Rights openly explains how important it is to preserve our natural, cultural and historical heritage.
The safeguarding of landscape beauties in articles 10 and 11 invite the Republic to pay attention to these passages, because they are very important in the training of young people and citizens all in forming their responsibilities, their knowledge.
Article 10 reads verbatim: “the Republic protects the historical, artistic and cultural heritage”, therefore in our opinion it calls us to the attention of preserving certain riches, which are the heritage of our historical roots, which can be developed for the benefit of the community entirely through appropriate measures and interventions.
Without false modesty we consider article 11 farsighted for the community: “the Republic promotes in the fields of study, work, sporting and recreational activities, the development of the personality of young people and their preparation for the free and responsible exercise of fundamental rights “.
There is in our “Constitution” a profound and continuous reference to the Republic, something now lost behind the dusty blanket of a State increasingly distant from the individual.
We really like this word, Republic, from the Latin “Res-Publica”, a public thing, a good for everyone, not just for a restricted elite as the Congress of State has become today, where we meet in secret sessions to decide of the fate of an entire country.
In our opinion, there is a profound meaning in this word, full of the whole historical path of our country which today has taken a wavering direction to say the least.
Repubblica also and above all means involving the community in choices, what the Arengo was for our ancestors, a true non-utopian representative democracy in such a small territory and with a population that is not immense.
On the plate of the Government’s announced decisions is the draft law of the DES (Special Economic District) and the EU Agreement. We know nothing about the latter and it seems that even a large part of the majority is unaware of the terms of agreement they are negotiating.
In this regard, we want to recall a referendum in 2013 where citizens had expressed a clear no to membership.
The decision to introduce a DES and EU membership could definitively change the identity of our Republic, which is why we ask the citizens for greater attention and the majority to call on the Congress of State to stop and share and correctly inform the Great Council and General and that it begins to give clear, correct and transparent information to all citizens.
