the automated parking enforcement system castigated by Handi-Social
The establishment of the ANPR system In Toulouse grinds his teeth. Since August 16, 2022, the municipality has reinforced paid parking controls on the road thanks to the Automated Reading of License Plates (LAPI). This is a computerized verbalization system by reading license plates. Despite its effectiveness, the system faces a limit.

“Unjustified” verbalizations
The Handi-social association points the finger at the ANPR system. The reason ? It would not take into account the badges affixed to the windshields of vehicles of disabled people. Thus, the latter would find themselves fined when they would normally benefit from free parking. Odile Maurinpresident of the Handi-social association and the master lawyer David Nabet-Martin returned, during a press conference held on January 5, 2023, to the hiccups of LAPI as well as to the administrative and constitutional appeals filed against the stopped its implementation.
According to Odile Maurin, hundreds of motorists concernedbut would not dare contest the fines received by post.
Seems like the but is to verbalize as many people as possible. Even if it is necessary to take the risk of verbalizing wrongly”, sighs Odile Maurin, municipal councilor of Alternative for a Citizen Metropolis.
Consequently, on December 15, a first appeal was filed with the administrative court of toulouse for “excess of power”. Through the lawyer Me David Nabet-Martin, the Handi-Social association wishes to obtain the cancellation of the measure. On December 27, the association did it again by filing a second appeal by Priority Question of Constitutionality (QPC), before the Constitutional Council. This time, this request aimed to request a “reservation of interpretation”.

Assistance from the town hall
At the same time, the town hall tried to solve the problem of unread macaroons by LAPI. The municipality thus offers people with disabilities the opportunity to bring a free ticket valid for 24 hours for free parking. For this, it is necessary to reference its vehicle by providing the disabled person’s card, the gray card and the identity card at the town hall.
According to the association for the defense of people with reduced mobility, these procedures are considered “too cumbersome”, given the daily constraints encountered by people with disabilities. For example, Odile Maurin insists that most of them do not even have access to parking meters, “often too high or very badly placed”. In addition, Handi-social points out that the database only allows one vehicle to be registered “while disabled people can be driven by different people”. Finally, it is necessary to register in each city of France to benefit from this free parking.
For the association, “the only solution making it possible to avoid the verbalization of disabled people by the LPR system” would be based on a verification, by the agents, of each of the cars reported by the system. Case to follow.
