In life-threatening emergencies, every second counts. And every initiative to streamline the emergency response is beneficial and can save lives.
Bérat, a pioneering town in Occitania
This is something that remains little known, but many stadiums serve as landing strips and improvised take-offs for relief. This is the case of Berat (Haute-Garonne)this town located south of Toulouse, not far from Muret. “Relief is justified at least once a month on the municipal stadium to transport the wounded to the hospitals of Toulouse”, explains Paul-Marie Blanc, the mayor of this municipality of 3063 inhabitants according to the last population census.
In conjunction with the Samu de Haute-Garonne, Bérat has set up a system that allows emergency services to switch on the stadium lighting remotely in the event of night-time intervention.
“This sometimes caused us concern, because an elected official had to intervene or even get up at night to turn on the lights on this type of intervention. And when it is firefighters who come from further away, they do not know why the stadium facilities… And that’s a lot of wasted time.”
The advantages of this solution
The system, called e-boo®, was created by the company S.A. Francewhich speaks of a “connected automatic lighting solution for the benefit of helicopter rescue means”.
Bérat, which has been developing this system since the beginning of December 2022, is the pioneer in Occitania for the use of a system that several other regions in France already know.
Two cameras and weather data
For HIS France, this system has many advantages such as “rescue efficiency”, the elimination of “response zones longer than 30 minutes”, “equal rescue between urban and rural areas day and night, the optimization of the costs linked to the helicopter, the safety of the personnel on board thanks to the local meteorological indications” or even the “rapid treatment and transport of the patient to a hospital”.
“We have installed two cameras: one to check the state of the pitch and the other for visibility. The application also allows the emergency services to remotely control the lighting of the stadium, from an application or the Samu control center , and to have data on the weather during the intervention”.
The installation cost, 4000 euro, is entirely the responsibility of the municipality.
Its creator works at Samu 31
Sebastien Goegel, who works at the Samu de Haute-Garonne, is in charge of deploying the e-boo system for the Occitanie and Bourgogne/Franche-Comté regions. He is even the creator since its establishment in 2017 and its beginnings in the Loire department. “Today, 200 sites are equipped in France, and there will be 300 at the end of 2023. For night helicopter transport, European rules impose a minimum illuminated surface of 25 meters / 50”, he explains to Toulouse news.
Work throughout the region
He details the work he has undertaken on this subject in Occitania.
“We have signed an agreement with Samu de l’Hérault, where we have targeted 62 stadiums. In Haute-Garonne, we have defined 15 priority sites, including the Bérat stadium. 30 additional sites have been targeted. We are in discussion with all the departments of the region”.
Sébastien Goegel is in contact with many cities. And do not close the door to municipalities that do not have lighting in their stadium or that are under construction. “We can also create the lighting in the specific context of night-time helicopter transport. This solution applies precisely for the remote territories which encounter these problems, ”he turned out.
