Here are the projects that will transform Toulouse in 2023
In Toulouse, many construction sites will mark 2023. Like the construction of line C of the metro, the motorway to reach Castres, or the renovation of the Saint-Sernin basilica. The Journal Toulousain offers you an overview of the main projects called to emerge from the ground.
Start of work on line C in Toulouse
Tisseo a posteriori kicked off construction of construction of the third metro line last Thursday, December 15. The first blows of the digger take place on the side of the Seven Deniers, where the digging of an aeration shaft is taking place between the side canal and the ring road, near the Minimes interchange. From 2023 to 2026, about forty construction sites would take place simultaneously in Toulouse and on the outskirts of the city. The commissioning of the new line is scheduled for 2028. Ultimately, it should make it possible to link Colomiers, to the north-west of the conurbation, to Labège, to the south-east. This, passing through 21 stations which will notably serve the premises of the European aircraft manufacturer Airbus, the Ernest Wallon stadium, the Matabiau station and the Montaudran district. The total cost of the work amounts to more than 3.4 billion euros.
Moving the war memorial
In Toulouse, the monument to the dead, which sits on the boulevard Carnot, serums moved during the summer of 2023. This, so that the Tisséo teams can dig the new François Verdier station, served by line C, in which visitors could transfer to line B. 15 meters high and weighing more than 1,300 tonnes, the building will be installed without being disassembled, then surrounded by a wooden frame to prevent collapsing, and placed on one with many wheels. After a 90 degree rotation, the monument will then be deposited a few meters longer on a reinforced concrete slab, cast at the entrance to the esplanade of August 19, 1944. It will keep its exoskeleton for the duration of its storage. Then, it will return to its original place at the end of the construction of the metro station, by 2027.
Launch of the motorway construction site between Toulouse and Castres
The inhabitants of the municipalities concerned by the creation of the future A69 motorway depending on Toulouse and Castres until next Wednesday 11 January to participate in the environmental public inquiry. In other words, to give their opinion about its construction. As a reminder, the objective of this 62 kilometer long motorway axis is to open up the roads in the south of the Tarn department. But also to promote the economic development of the employment pool of Castres and Mazamet. Or to save time for motorists who wish to travel between the two major cities of Occitania. The remarks of the participants in the public inquiry will be recorded, then transmitted to the prefects of the Tarn, Haute-Garonne and to the officials of the Occitanie Region who will decide whether or not to give the green light for the start of constructionbefore the end of the year.
Matabiau station gets a makeover
After having acquireda flaming square new, the Matabiau station benefits from a total renovation. The first works started in January 2022. And the embellishment project, named “NéÔmatabiau”, should end in September 2023. Overall, a new sales and service area will open near Hall 1, car rental companies will be grouped together next to the drop-off point, a ticket office will be set up near the entrance and a brand new shopping mall will connect between the two rooms. On the first floor, a reception and a restaurant will offer a panoramic view of Hall 2 and the station forecourt. Then, the entire ground floor will be restored, “to match the heritage value of the building (classified as a historic monument since 1984, editor’s note)”, presents the SNCF Gares & Connexions group. In addition, there are five new elevators, five escalators and orientation signs.
Renovation of the Négreneys district in Toulouse
Social landlords Toulouse Metropolis Housing and Promologis presage an urban renewal project in what they now call “the old blue city”, namely the Négreneys district, north of the Pink City. Three buildings have already been destroyed and 315 housing units will be rehabilitated or rebuilt by the end of the year. All are subject to energy renovation. In 2023, no building will escape the works. Some will benefit from new balconies, others from bicycle garages, new lifts, intercom systems… Even the interior of the apartments will be renovated. The partners are also responsible for creating green spaces, a children’s play park and premises in which neighborhood associations could meet. Between 2023 and 2024, the district will also benefit from a large care centerrepresenting the day unit of the Gérard Marchant hospital, as well as a medical center.
The development work on rue de Metz will continue in 2023
The works development of rue de Metz will begin in 2023. They will last three years. The site concerns only part of the street, between Boulevard Carnot and Rue d’Alsace-Lorraine. In concrete terms, the Town Hall of Toulouse plans to set up a two-way cycle path which will allow you to reach the Pont Neuf. It will be materialized by colored markings on the ground and symbols will indicate the direction of traffic in order to avoid any accident. Circular nails will separate the bikes from the cars. After asking the opinion of the inhabitants, the community decided to opt for a linear planting of trees on one side of the roadway, between the sidewalk and the road. The green space will include 36 oaks, shrubs and magnolias. The forecourt of the Musée des Augustins will also be planted. Since the end of August, no more buses run on this axis from downtown Toulouse.
Continuation and end of the renovation of the Saint-Sernin basilica in Toulouse
Facing the Saint-Raymond museum, a huge scaffolding has been erected in front of the Saint-Sernin basilica since September. After a first phase of work to pedestrianize the placethen to restore the paintings and frescoes inside the building, the Town Hall of Toulouse has in fact undertaken a second phase of work in order to to give it a facelift. Thus, the roof of the western massif will be completely redone identically. Hence the gigantic protective tarpaulin stretched over the monument, which in fact serves as an umbrella. The facades, too, will be restored. Finally, the City plans to organize a competition to try to imagine what the future rose window could be of the Saint-Sernin basilica, located on the facade of the main entrance. For information, the building remains open to the public throughout the duration of the works. These should end before the start of the 2023 school year.
Continuation of the construction of the future administrative city of Toulouse
Located at the foot of the Jolimont hill, thea future administrative city in Toulouse will house some 1,600 agents from 12 administrations over 30,000 square meters from 2024. Part of the already existing buildings (since the 1930s) will be renovated and reused. Another part will be completely rebuilt. Inside, “all the entities will be served by a main hall”, announces the prefecture of Haute-Garonne. Then, signs and marked routes allow you toclearly guide visitors to the various services of the administrative city. “The spaces welcoming the public in free circulation are limited to the central building in order to secure and limit access to the rest of the city”, adds the prefecture. This project in Toulouse should begin in January 2023. Its total cost is 89 million euros.

Many construction sites following the “My ideas for my neighborhood” operation
In 2023, the City of Toulouse will launch the last phase of the operation “My ideas for my neighborhood”. That of implementation. Launched in June 2021, this citizen consultation aimed to give the floor to the inhabitants so that they expose their ideas to improve the daily life of their district.
