Crit’Air 3 vehicles banned from the Rouen ZFE during pollution peaks
In Rouen, the prefect will have the possibility of setting up a Differentiated Traffic Zone (ZCD) in the event of a pollution peak. The latter will have the effect of prohibiting circulation in the Rouen ZFE to vehicles classified Crit’Air 3.
Motorists around Rouen owned a Crit’Air 3 vehicle and no doubt thought they would be able to circulate freely in the Rouen ZFE until 2024 or 2025. Alas, this project is falling apart. A new decree, applicable since December 9, provides for that in the event of a pollution episode, the circulation of Crit’Air 3 vehicles will no longer be authorized in this metropolis.
In effect, in the event of a pollution peak, a Differentiated Traffic Zone may be activated by the prefect. This after consultation with a departmental committee. An entity that will bring together representatives of State services, local authorities, economic sectors and the air quality monitoring association (Atmo Normandie).
The Rouen ZCD, a kind of ZFE +
This last will take over the principle and the privilege of the ZFE, encompassing 13 municipalities around Rouen. The only difference: it will have the effect of ban Crit’Air 3 rated vehicles of the latter.
According to state statistics, 63,250 cars and 6,000 light commercial vehicles were identified as Crit’Air 3 on January 1, 2021. Which represents 20.5% of vehicles registered in metropolitan France. Anti-EPZs criticize this decision
This decision also does not lack to react on the side of the opponents of the low emission zone of Rouen. Pierre Chasseray, general delegate of the association 40 million motorists and nominated to the National Road Safety Council, does not fail to criticize this measure:
“It is absolutely not applicable. This ZCD is only the beginnings of the full application of the ZFE. They want to prevent so many people from circular? It’s a total delirium. »
The mayor of Déville-lès-Rouen, Dominique Gambier, opposed to the ZFE, is also part of his dismay:
