Contract for civil servants of San Marino: the double agreement for the payment of an advance on salaries of 1.5% has been signed these days, to be calculated starting from January 2022.
The Secretary of State for Internal Affairs, Elena Tonnini, communicated this morning in a press conference how, once the process of stabilizing civil servants was completed, the attention in the confrontation with the unions has shifted to the theme of the renewal of their contracts. Already on the occasion of the signing of the stabilization agreement, the government had undertaken to begin negotiations for the renewal of the contract, together with the adoption, already in the stabilization phase, of two accusations which marked the “guidelines ” of the “new regime”. It is an operation which has been talked about for many years but which only this government, following the introduction of the guidelines, intends to implement. This was reported in a note from the secretariat of state for internal affairs.
The government and trade union organizations have shown awareness that the transition would have favored the opening of a table to negotiate economic adjustments and, at the same time, review the salary structure and the regulations of the public worker.
At the same time, with the worsening of the economic conditions deriving from the international situation and the Russian-Ukrainian conflict, with repercussions in particular on the issue of energy and the increase in autonomy which impacts on the purchasing power of citizens, the need has arisen having to accompany the contract renewal process with an agreement that recognizes an advance on the salaries of public employees as early as 2022, a choice that also takes into account public finance needs and the dynamics relating to private sector contracts but which is it was taken above all to protect the economic conditions of San Marino workers.
The first drafts of the project were presented in August 2022, the initiative initially took into consideration positions with less favorable salary conditions and then reached two separate but contextual and coordinated agreements (one for the public sector and one for AASLP employees) .
It has been defined common percentage of an advance of 1.5% on salary. The agreements were signed and signed on 5 December, in both cases by a large government delegation (which involved not only the secretariats of state for internal affairs, finance and labour, but also health and education for the public sector, and Territory for wage earners Aaslp).
The 1.5% deposit comes applied to over 3,600 permanent and fixed-term employees, to private contracts and to the police forceswith a differentiation in favor of AASLP employees in the face of a more advanced negotiation on the regulatory front.
Of particular importance is the fact of having considered that the calculation of the advance starts from 1 January 2022, with a single payment (for the 2022 part) already at the end of the year.
The public side has also committed itself to the announcement agreement of an overall proposal linked to the renewal by December, where all the elements and institutions connected to the “new regime” will have greater structuring as signed in agreement with the unions on June 30, 2022 and as ratified by the Great and General Council.
