Violence against women, one instance out of two approved, while the controversies split the council chamber. «The umpteenth black page of an increasingly embarrassing majority», the exponents of the future Republic take it hard, commenting on the debate that yesterday inflamed the Great and General Council. The independent body of the Council of Europe, Grevio, ended up under the scrutiny, which in its report of September 2020, had sent three indications to San Marino “necessary to guarantee that the acts of violence against women contemplated by the Istanbul Convention were prosecuted and sanctioned quickly. Recommendations that a group of bystanders had asked the Council to implement with a special request from Arengo.
«Nobody could have doubts about the acceptance of such requests – comments Rf -. Nobody, except the majority and the Government. In the crosshairs ends a passage from Grevio’s report reported in the Application which claims: “Legal professionals have drawn Grevio’s attention to the fact that an estimated number of 545 cases fell into the statute of limitations in 2017, many of which were cases of domestic violence” .
And Rf increases: “The embarrassing bullfight of the majority gave the excuse not only to reject the Instance but also to approve an unworthy final agenda”, to ask, and continue, “an investigation aimed at identifying the identity of who allegedly provided false information to Grevio, adopting all initiatives to protect the image of the Republic, as well as evaluate the possible commission of a crime». But, affirms Rf, asking for the identity “of those who supply information to international bodies undermines the activity and the very function of the bodies which also rely on confidential interviews for the effectiveness of the collection of information”.
For his part, the Secretary of Justice, Massimo Andrea Ugolini defines the Application as unacceptable for various reasons: first of all because in the year in question there were 6 prescribed cases, then because the reform of the criminal procedure avoids the risk of prescription and from 2020 no archives are detected. Finally, the request was rejected with 11 votes in favor and 26 against.
Different epilogue for the other one promoted by the San Marino Women’s Union, to implement a national action plan against violence against women, which was finally approved with 13 votes in favor and 11 against.
