Toulouse: anger of a disabled person who had to pay for parking at the hospital
Thierry Quirant does not take off. Yet with a parking card for disabled people, he had to pay for parking in the Purpan Hospital car park, where he had gone to perform an X-ray.
The facts date back to the end of September. Thierry Quirant, a resident of Haut-Garonne with reduced mobility, goes to the Purpan hospital in Toulouse to carry out a medical examination. But when the latter, although holder of a parking card for disabled people (allowing people with reduced mobility to park for free), is about to leave the establishment’s car park, he must, to his great surprise, pay of the parking amount.
The patient then decides to report the problem to the reception of the Hospital Centre. Alas, he does not get the desired response. “They simply explained to me that there was nothing planned for people with disabilities, that the price was the same for everyone,” says the patient. “The European card which was allocated to me by the Departmental House of Disabled People of Haute-Garonne after having examined my medical file, justifying my right to park without having to pay the parking meter”, he assures.

No free admission including for the disabled
For its part, the communication from the CHU of Toulouse replies that “the CHU does not advance free parking for the disabled. Everyone must pay the sum of 1.80 euros and this, in all the establishments which are make up the University Hospital Center of Toulouse”.
“We allow people with disabilities to park for free so that they don’t desocialize. I didn’t choose to be disabled, having to pay for my place to access care is still a shame? It seems inconceivable to me” , annoys Thierry Quirant. “I was x-rayed at the Clinique des Cèdres in Cornebarrieu. The establishment has paid parking, but has provided a device for the disabled. When I informed them of my situation, they gave me a special ticket not to pay”, he says.
The Toulousain decides, by mail, to appeal to the municipality. “They replied that they had taken note of my anger. Jean-Luc Moudenc (mayor of Toulouse) wrote a letter to the director of Toulouse hospitals”, launches Thierry Quirant, who, for the time being, remains without news.
