San Marino. “Safe Roads” project, Phase 2 is underway after the agreement between the territorial secretariat and the Polytechnic University of Milan
After returning from the trip to Egypt where he participated in the work of Cop27, the Secretary of State for the Territory and the Environment, Stefano Canti, accompanied by the delegation, stayed in Milan to sign the agreement with the Polytechnic University of Milan .
Signed the specification for the assignment between the secretariat of state for the territory and the environmentin the person of the Secretary of State, Stefano Canti, and IPolytechnic University of Milanin the person of the pro-rector Donatella Sciuto, who initiates the Phase 2 of “Safe Streets” project.
The assignment concerns the development of an overall regulatory framework on the constituent elements of the roads and with the aim of improving road safety and maintenance techniques for road surfaces in the Republic of San Marino.
The “Safe Roads” project, as per resolution of the State Congress n. 29 of 25 July 2022, can be summarized in 3 phases.
“Phase 1” is mainly of a “training” nature. An area that involved and will involve the participation of executives and public officials of the San Marino Administration with skills in the field of road conditions and road pavement maintenance strategies and techniques in training courses aimed at increasing skills relating to the performance characteristics of road pavements with particular reference to the needs related to their surface characteristics, also in the light of the need to combine the environmental sustainability of the infrastructures with the new forms of mobility. The managers and some officials of the Aaslp and Aass have already participated in the ninth edition of the event “Surf 2022 – 9th symposium on the characteristics of road pavement” which took place in Milan from 12 to 14 September while technicians, construction managers and foreman of the Aaslp, from 23 to 25 November they will participate in the course of the “Siteb” association, a highly specialized organization that promotes the innovation of production techniques and the use of bituminous binders and asphaltic materials as well as to acquire technical skills from part of the operators of the sector that allow an improvement of the production and application processes as well as to know the environmental criteria. The “training” area will also continue through membership of the World Road Association, the oldest international association that deals with road engineering, road policy and road network management and has the purpose of promoting progress in the field road in all its aspects, with the aim of promoting the development of road networks, and of studying road safety problems and representing the focal point of exchange of road technologies in the world.
“Phase 2” is of a “normative” nature. As mentioned, the need to update the San Marino legislative system was identified through the introduction of specific regulatory provisions regarding the processing of materials deriving from the reuse of asphalt, with particular reference to the need for a regulation containing indicative criteria to facilitate the demonstration of the existence of the requirements for the qualification of asphalt production residues as “secondary raw material” and not as “waste” and the drafting of special specifications containing the characteristics of the materials and the techniques to be used for the renovation and maintenance of the road pavement. For this phase, Maurizio Crispino, a professor and professional of clear national and international fame, and other technicians belonging to the Polytechnic University of Milan were appointed.
“Phase 3” is of an “executive” nature. Through the maintenance and restoration of the road superstructure with the materials and methods that will be identified in the context of the collaboration between the Republic of San Marino and the Polytechnic University of Milan, it will certainly be possible to improve the road networks by adopting and applying innovative technologies promoted in a clear and precise regulatory reference framework and companies in the sector will be able to operate within pre-established parameters without the need for interpretations or anything else.
“Phase 3” has identified some priority interventions to make our internal road network safe, including: the construction of the experimental roundabout at the road intersection of via 28 luglio, via dei Boschetti and via Cà dei Lunghi, Borgo Maggiore ; the construction of the experimental roundabout at the road intersection of via 25 Marzo and Strada Ottava Gualdaria, Domagnano (whose project is in progress and the works will take place as soon as the roundabout in Tavolucci is completed and the safety of a section of the highway or from the State border to the Customs workers’ meeting (intervention already completed).
Stefano Canti (Secretary of State for the Territory and the Environment): “The ‘Strade Sicure’ project intends to improve the state of construction, maintenance and conservation of our roads in terms of environmental policies, especially in this period in which all the States gathered in Sharm El-Sheik at the Cop27 have spoken of interventions and actions to protect the environment, they must be oriented towards compliance with the rules and concrete actions to reduce pollution. The collaboration with the Polytechnic University of Milan will make it possible to set the rules within a regulatory framework on the use and use of recycled materials in road paving in respect of the environment, in line with the Italian regulations of reference to which all companies in the sector will be required to respect in order to avoid imbalances or distortions”.
