Toulouse. Car parks located in the ZFE area will (still) be open to polluting vehicles

In less than two months, from 1uh January 2023, thousands of inhabitants of Toulouseand more broadly of the entire Occitanie region, will no longer be able to circular within the perimeter of the Toulouse Low Emission Zone, an area of 72 km² which includes a large part of Toulouse (including the western ring road), but also small portions of Colomiers and Tournefeuille.
New bans in Toulouse
In March 2022, then September 2022, the restrictions began to apply to heavy goods vehicles with a Crit’air 5 or unclassified sticker and commercial vehicles certified Crit’air 4.
At 1uh next January, these are “ light vehicles and motorized two-wheelers with Crit’Air 4, 5 and unclassified stickers, will in turn fall under circular bans in Toulouse.
Then, in 2024, these are Crit’air 3 vehicles which will fall within the scope of the restrictions. On this date, only vehicles with a Crit’air sticker 0, 1 and 2 can therefore circulate within the ZFE, except for derogations in force. Checks will then be carried out by means of camerasaccording to the first announcements.
In the event of non-compliance with the ZFE, motorists will therefore be exposed to a fixed fine class 3, i.e. 68 euros for light vehicles and light commercial vehicles, and 135 euros for heavy goods vehicles.
A list of exemptions
And a list of permits valid for three years also allows certain vehicles to escape the ban on circulars (company vehicles, household waste dumpsters, tank trucks, armored vans or even the transport of live animals, vehicles for market supply…).
These specific derogations are in addition to the permanent derogations granted by the government and which concern vehicles of general interest, vehicles of the Ministry of Defense, vehicles with a “mobility inclusion” card or a parking card for disabled people. , low-emission public transport vehicles, public transport vehicles providing a regular public transport service, etc.
What access to the metro car parks?
A puzzle will therefore very quickly arise. for some motorists, often the most modest. For them, Toulouse Métropole has provided aid in addition to that which the State can provide elsewhere.
For those who have traveled to Toulouse from cities located in the conurbation or from neighboring departments, a second question will quickly arise: how to access the metro when the majority of Tisséo park and rides are located within the established perimeter ?
Three car parks located outside the ZFE
There currently exists eight park and ride facilities close to metro stations five on line A (Balma-Gramont, 1522 seats; Argoulets, 1037; Jolimont, 285; Arènes, 518 but also Basso-Cambo and three on line B (Borderouge, 1358 seats; La Vache, 427; Ramonville, 1029 ).
Among these park and rides, four are located outside the perimeter of the ZFE and will therefore be accessible to polluting vehicles: that of Ramonville firstly, located to the south of the city, but which is even more saturated than usual with the start of extension work on line B towards Labège. East of the Pink City, the Balma-Gramont park and ride, located opposite Auchan-Gramont remains accessible. Just like the Oncopole park and ride, gateway to the urban cable car, Téléo.
“All of the local car parks on the Linéo network and at the tram terminus (1,375 places in all) are outside the ZFE”, adds Tisséo.
Six Tisséo car parks located in the ZFE
On the other hand, six park-and-ride facilities are located within the perimeter of the ZFE: Basso-Cambo, Argoulets, Jolimont, and Arènes (line A), Borderouge and La Vache (line B). Theoretically, from January 2023, and even more after the 1uh January 2024, thousands of drivers will no longer be able to access it.
The Jolimont car park will disappear
For the two car parks in the heart of the city, Arènes and Jolimont, the case is clear: the most polluting cars could no longer park there.
the Jolimont car park, the former line A terminus, is even doomed to be demolished. It must make way for the “My Jolimont” urban project. Same rule for the La Vache park and ride, which drivers of the most polluting vehicles cannot reach without risking a fine.
Basso-Cambo, Argoulets and Borderouge will finally be accessible
There remain the car parks of Basso-Cambo, Argoulets and Borderouge, located within the perimeter of the ZFE.
These three strategic park and rides will (still) remain accessible. The most polluting vehicles, targeted by the ZFE measures, could therefore continue to be parked there.
“It has been agreed with Toulouse Métropole that access to these three park and ride facilities benefits from an access corridor thus allowing all motorists to be able to fall back on one of these car parks, without constraint on the type of vehicle,” explained Tisseo a Toulouse News a few weeks ago.

the park and ride Argoulets as well as the majority of the places of P+R of Borderouge (Park 1) and Basso Cambo (Park 1 and Park 3) benefits from this access corridor and will therefore be outside the ZFE.
For that of Argoulets, located just next to the ring road, the perimeter of the ZFE has been moved back slightly towards the road to Agde, to allow the most polluting vehicles to enter the car park.
The special routes planned
The most polluting vehicles must only use the routes provided for this purpose to reach the three car parks. The most direct route was chosen each time, as shown by the maps below.
