Toulouse Métropole: why the collection of green waste will become profitable
To reduce the tonnage of green waste and encourage its recovery, the Métropole wants to make door-to-door collections chargeable in 2024.
A small revolution is preparing in the collection of green waste from the 37 municipalities of Toulouse Métropole with a view to a gradual implementation from 2024. If the inhabitants put less waste in their gray bin, selective sorting remains failing with a 25% refusal rate. And above all, the tonnage that the Metropolis is required, by law, to reduce, also includes everything that is deposited in the recycling center.
And from this point of view, “we are not reducing the overall tonnage”, underlined Vincent Terrail Novès, first vice-president in charge of waste and cleanliness, during the meeting of October 20.
Subscription of 100 € per year
To act on this lever, the community has voted for a project that will modify the collection of green waste and bulky items with the aim of establishing a “circular economy policy”, that is to say, in short, to reuse.
Today, 27,000 tons of green waste are supplied. The objective is a reduction of 4,000 tons in 2024. The idea is to recover this green waste: through compost, by crushing the branches (to make mulch), by the mulching technique (ton without collecting grass), etc To do this, while preserving the possibility of going to the waste collection centre, new services will be offered to the population: the provision of shredders for branches, access to shredding platforms or mobile shredding operations, the provision of provision of collection bins for green waste (according to a schedule)…
In this context, door-to-door collection will become chargeable because it will facilitate collection is not going in the desired direction. The deliberation voted by the elected officials will later relate to the amount of what would be an annual subscription. But Vincent Terrail Novès is already talking about a €100 subscription which is not prohibitive either for those who will always need door-to-door service.
Incidentally, the Métropole will harmonize the methods and frequencies of collection which today vary greatly from one municipality to another.
To reduce the volume of bulky waste by 4,800 tonnes in 2025 (today 7,000 tonnes per year), elected officials have also made it possible to promote everything that can enable recycling and reuse, such as temporary and local collections. The door-to-door will be maintained, always by appointment, and will remain free but according to new frequencies.
