When the town hall of Toulouse pumps the war chest of municipal agents
The town hall of Toulouse has announced a reduction in its allocation to the social works committee (Cosat) of municipal agents to the tune of 1.8 million over three years.
“They are going to hit the cash register, while this money is that of municipal agents and the fruit of good management of our social works”… Like Benoît Fontenilles, representative of the Autonomous Federation of the Territorial Public Service, they are some – among the elected members of the Committee of social works of the agents of the City of Toulouse (Cosat), the equivalent of a works council, to wonder about the drastic drop in the municipal allocation to their association. André Falba, the president of Cosat, announced it Tuesday in general assembly, the Capitole decided to reduce by 600,000 euros per year for three years its contribution, that is to say 1.8 million euros less… The reason is simple , Cosat is sitting on a post-covid war chest of 5.8 million euros, a flourishing cash flow and above all capitalized money that is sleeping in a bank account. “It is not normal that unused public money is thus blocked”, one pleads in substance at the town hall at a time when local authorities are in dire need of funding.
“No reduction in social benefits”
The management of the Costa did not obstruct the maneuver, the essentials being preserved. “We will not lower any social benefits,” warned André Falba during the presentation of his financial and moral report. Le Capitole also indicates that an analysis shared between Cosat and the community will be carried out in 2024, the year of preparation for the renewal of the operating agreement from January 1, 2025. Its objective will be to “study a possible need for revision of the level of operating subsidy, according to the budgetary and accounting audit of the two financial years 2022 and 2023 of Cosat, by integrating the structuring projects of the association which could then be triggered, and the level of financing of the community other part”. Do not act.
