Here is the renovation project of the Négreneys district in Toulouse
Rehabilitated buildings, children’s play area, new housing, new medical center… Toulouse Métropole Habitat and Promologis, in charge of the renovation project for the Négreneys district in the north of Toulouse, unveil the new face of what they now call “the ‘Old Blue City’.
“Redevelop, Rehabilitate and Rebuild”. Here are the key words of urban renewal project supported by the social landlord Toulouse Metropolis Housing and the real estate group Promologis in the Négreneys district, north of the Pink City. The partners are today unveiling the major projects that will punctuate the lives of the inhabitants for the next four years. The goal? Give a second life to this set of 1.6 hectare dwellings, hitherto landlocked.
Three buildings have already been destroyed and 315 housing units will be rehabilitated or rebuilt. All are subject to energy renovation. Also, a new care center, a large community hall and a children’s play park will see the light of day. Concretely, no building in the district, built in the 1950s, will escape the work. Here are the details.
Four large buildings in the Négreneys district will be rehabilitated
In the Négreneys district, four buildings are being renovated. By 2023, the Caffort Tower will benefit from 27 new balconies. But also, bike rooms in the basement and a set of stairs and lifts overlooking the forecourt. Inside the 48 apartments that make it up, new equipment, such as individual condensing boilers or presence detection lighting, makes it possible to reduce energy consumption. The same devices will also be installed in the 80 housing units of the Farman building bar. The common areas will be reorganized here and electronic access control will be installed for greater security.
Finally, the Caffort and Marquestre buildings, will present themselves face to face, will be fully rehabilitated by mid-2024. The construction site provides for the renovation of 120 apartments (60 per building): replacement of floors, extension of balconies, repair of water features, etc. Here too, energy performance will be improved thanks to the installation of low-consumption ventilation and gas boilers. A security-reinforced video surveillance and intercom system.
A “greener” Blue City
L’thermal insulation of buildings will be fully reinforced from the outside. According to Toulouse Métropole Habitat and Promologis, these works allow all housing to progress from a label D (from 151 to 230 kWh) to a label A (less than 50 kWh) or B (from 51 to 90 kWh). In other words, the energy consumption will be halved or even tripled.
Outside the buildings this time, the partners are emphasizing green spaces. Trees will be planted at the border of traffic lanes, in the heart of car parks and at the foot of buildings. A public park, open to the neighborhood, in which a children’s play area will be installed, will also be represented an island of freshness. The renaturation of spaces will naturally lead soil dewatering. According to the calculations of the project leaders, the permeable surfaces will increase from 16 to 43%, the impermeable surfaces from 64 to 39%.
Opening of the Négreneys district in Toulouse
Part of the Caffort building, representing 30 apartments, has already been demolished. As well as the entire Négreneys building (50 apartments) and the gigantic block of 80-unit building named Tunis. Creation of a care centre, new housing, green spaces, etc.
Between 2023 and 2024, a care centre, representing theGérard-Marchant hospital day unit, will replace part of the Tunis building. It will bring together several entities already present, but distributed in the district. Namely: an intersectoral day hospital, a day hospital for the elderly, the premises of the Mobile Psychiatry Team for the Elderly (EMIPSA), a part-time therapeutic reception center and a medico-psychological centre.
Before 2025, five new buildings will see the light of day in place of the Négreneys building. One of them will host 50 accommodations. The others are old a medical center which will allow the installation of health professionals, such as dentists, physiotherapists, pharmacists, etc. In front, a large room will bring together several neighborhood associations. In addition to all these new constructions, Toulouse Métropole Habitat is planning the installation of two “villas” offered as social loan rental-accession (PSLA), next to the Farman residence. Finally, all the buildings, modernized, will gradually erase the memories of what the “Blue City” was.
