Ukraine has officially submitted an application for NATO membership in the form of a note to the Secretary General of the North Atlantic Alliance, Jens Stoltenberg, and it is being considered at the level of ambassadors of state deputies.
Ihor Zhovkva, deputy head of the President’s Office, said this at a briefing on October 4.
“To date, the Secretary General has officially received an application for notes from Ukraine, and the next stage of consideration of this application will be at the level of the North Atlantic Council, that is, at the level of the ambassadors of NATO member states in Brussels,” he said.
According to the official, the leaders of nine countries have already made public appeals to support Ukraine’s membership in the Alliance.
He also explained that Ukraine’s so-called “accelerated procedure” for joining NATO means the need for an action plan for membership.
“When Ukraine declares that NATO will move to an accelerated procedure, it means that today, taking into account the experience of countries such as Sweden and Finland, Ukraine expects that the movement for NATO membership will continue without the use of the Action Plan instrument membership, which until today was one of the mandatory elements”, he noted.
The deputy head of the President’s Office emphasized that the president and the diplomatic service are currently negotiating with NATO member states so that the Ukrainian application “receives practical consideration.”
Moreover, the Ambassador of Ukraine to NATO, Nataliya Galibarenko, noted that after the application is submitted, the discussion of Ukraine’s accession to NATO begins at the official level, and not in the earpieces, as before.
“Now this discussion is already taking place within the framework of the North Atlantic Council at various levels,” she said.
Halibarenko added that one of the first is planned at the level of ambassadors, and after that, on October 12-13, a meeting of defense ministers will take place in the Ramstein format.

Meanwhile, the Secretary General of the North Atlantic Alliance, Jens Stoltenberg, responded to Ukraine’s application for NATO membership. “Decisions on membership will be made by all 30 allies. The decision will be made by consensus,” he said.
