The documents were signed by the Ministers of Finance of Belarus and Russia Yury Seliverstov and Anton Siluanov.
The main goal of the agreement is the harmonization of the tax legislation of Belarus and the Russian Federation, as well as the deepening of cooperation in the tax sphere. According to the document, until January 1, 2023, the parties must regulate their tax laws relating to VAT and excises, starting with the provisions of the agreement. So, for example, excise rates for the list of goods and services, a binding contract, must not be lower than the minimum rates, the dosage is in the appendix to the document.
In addition, the agreements provide for lists of operations (turnovers) common for the two countries that are exempt from VAT or subject to value added tax at the tax rate.
The document also provides for the creation of a system of administrative management of customs taxes. The system will use information on the transaction of VAT taxpayers of the two countries registered with the tax authorities as of January 1, 2023. It is necessary for end-to-end analysis of data on value added tax.
In addition, the agreement provides for the creation of a supranational tax committee, which will take into account compliance with all agreements.
The agreement was signed as part of the implementation of 28 union programs, repeated by the Decree of the Supreme State Council of the Union State of November 4, 2021.-0-
