What the mayor of Toulouse, Jean-Luc Moudenc, said to Prime Minister Elisabeth Borne
The mayor of Toulouse and president of Toulouse Métropole, Jean-Luc Moudenc, was received on Tuesday with a delegation from urban France at Matignon by the Prime Minister, Elisabeth Borne.
Soaring energy prices, abolition of the contribution on the added value of companies (CVAE), ecological transition, security, migrants: all these subjects are on the table at Matignon.
Prime Minister Elisabeth Borne received this Tuesday a delegation from the association of elected officials of the major cities of France, Urban France. It was led by the president of Urban France, Johanna Rolland, president of Nantes Métropole, and Jean-Luc Moudenc, president of Toulouse Métropole. This meeting, the first since Ms. Borne was appointed to Matignon, comes a few days after the congress of urban France. “The goal was to make Elisabeth Borne aware of the subjects that concern us,” explains Jean-Luc Moudenc.
Soaring energy prices
Elected officials from major cities in France have in particular been part of the consequences of soaring energy prices. For the metropolis of Toulouse, electricity has increased by 40% and gas by 230%. As for the Tisséo public transport network, which consumes a lot of electricity with the metro, the costs have been multiplied by four. “We asked the State to support us” summarizes Jean-Luc Moudenc, who preferred the establishment of a kind of “tariff shield” for local authorities.
In terms of energy planning, urban France has asked the government to speed up. The major cities of France are waiting in particular to access funding from the green climate fund, which has 1.5 billion euros.

Who supports migrants?
In terms of security and justice, Jean-Luc Moudenc pleads for “national transparency” as soon as it comes to restoring police stations or courts: “We want these reinforcements to be proportional to demographic change but also to increase in crime”. Urban France also expects answers on migrants whose minority could not be clearly established – who supports them? – and means of controlling low emission zones (ZFE), which are currently ineffective. “Elisabeth Borne admitted that the State had fallen behind”.
Finally, urban France reiterated its opposition to the abolition of the contribution on the added value of companies (CVAE) but obtained from the Prime Minister the assurance of compensation.
