Lucerne says no to spending 400,000 francs on Swiss Guard barracks
The electorate in twelve cantons decides on 17 factual proposals.
In addition to the four federal bills, a total of 17 factual bills will be decided in twelve cantons. The canton of Lucerne does not support the construction of the new Swiss Guard barracks in the Vatican. Those entitled to vote reject the loan of CHF 400,000 fought by freethinkers, SP, Greens and Green Liberals.
After counting 72 of the 80 Lucerne municipalities, the result is clear: only 29.6 percent of the votes have so far put a yes in the ballot box. The voices of the more left-wing city of Lucerne are still missing.
The Swiss Guard in the Vatican is to receive new barracks. The new building, which is expected to cost around CHF 50 million, will not be built by the Papal States, but by a private Swiss foundation. The Vatican, like the Confederation and various cantons, makes a financial contribution to the project (more on the subject).
Voting age 16 in Bern
An old concern comes up in the canton of Bern. This is where the voting age of 16 in cantonal and municipal votes and elections is decided. According to the planned constitutional amendment, however, young people would only be eligible for political office at the age of 18, as has been the case up to now.
In recent years, there have been interventions in several cantons to lower the voting age to 16, with an earlier attempt in the canton of Bern failing in 2009. In the canton of Zurich, the voting age of 16 was only discarded last spring. So far, only the canton of Glarus knows the lower voting age.
Abolish health insurance premiums for children
In the canton of Schaffhausen, an initiative launched by the trade union federation entitled “No health insurance premiums for children” is put to the vote. If accepted by the electorate, Schaffhausen would be the first canton in which parents would no longer have to pay health insurance premiums for their children, regardless of their income.
In the canton of Basel-Stadt, the government is downsizing. Among other things, a referendum launched by private individuals for the government to be reduced from seven to five members and for the abolition of the presidential department will be put to the vote.
In the canton of Zurich, a tax initiative on the alternative list is being voted on. Anyone who owns more than ten percent of a company should have to pay more taxes. In addition, the recycling of materials is to be written into the constitution in the canton of Zurich.
Money for Swiss Guard barracks
Loan requests are under discussion in the cantons of St. Gallen and Obwalden, among others. In the canton of St. Gallen, CHF 35 million is to be earmarked for the Wil West area development. Together with the canton of Thurgau, companies are to be located there and up to 3,000 new jobs are to be created. In the canton of Obwalden, 20 million francs are at stake for the conversion of the listed psychiatric building in Sarnen.
In the canton of Uri, the question is whether the canton will have to support the municipalities for offers such as day schools or day structures in the future. In Ausserrhoden, a referendum is being held against the partial revision of the Energy Act.
In the canton of Aargau, a deputy regulation for members of the cantonal parliament is to be introduced, as is already the case in the five cantons of Valais, Neuchâtel, Jura, Geneva and Graubünden.
In western Switzerland, ballots take place in the cantons of Vaud and Neuchâtel. In the canton of Vaud, a decision will be taken on a new supervisory body for the judiciary. The canton of Neuchâtel is about introducing compulsory dental insurance. Similar templates failed four years ago in Vaud and three years ago in the canton of Geneva.
