Toulouse goes further against harassment and the feeling of insecurity. Friday, September 9, 2022, the town hall indicated its desire to succeed in the 4e City of France the national system entitled “Ask Angela”.
What is this “Angela” device?
Launched by the government in the wake of the promulgation of the August 2018 law against street harassment – in which the offense of contempt exists and is, for example, punishable by a fine of between 90 and 750 euros – it makes it possible to identify a network of safe places (bars, hotels, shops, establishments open to the public, etc.) to allow a person who does not feel safe, or who is harassed, to find refuge in one of these establishments.
Le Capitole is therefore calling for the mobilization of traders on the subject.
“A letter was sent to institutional representatives and merchant associations in Toulouse to invite them to install this device. A second letter was also sent to anti-discrimination associations for informants of the launch of “Ask Angela” in Toulouse. “
Commitments to keep for merchants
Each merchant who wants to be a member of this Angela network commits to several points. The voices :
- Provide assistance and support to all people taking refuge in their establishment and asking “Angela”
- Inform and involve their employees in the implementation of the system, in particular by allowing them to follow a free and compulsory two-hour awareness campaign, mowed down by the Town Hall of Toulouse
- Communicate their participation in the scheme, in a visible and lasting way, to the general public, as well as to their customers, via the communication media that will be provided to them (stickers, information brochure, etc.)
- Sign the Commitment Charter in the “Ask Angela” device.
Haute-Garonne among the bad students
According to figures provided by the Ministry of the Interior at the end of July 2021, 2,600 offenses had been recalled by the security services throughout the country as of December 31, 2020 following the promulgation of the 2018 law. Haute-Garonne was one of the 13 territories having exceeded 50 offences.
Regionally, Occitanie was among the metropolitan areas with the fewest sanctioned sexist outrages expected. Indeed, with 2.9 offenses per 100,000 inhabitantsOccitania only got 8e worst metropolitan total.
