With an incinerator dating from 1969, the Toulouse-Mirail plant is in the sights of the Decoset joint syndicate. To find out what to do with this important site for the treatment of waste in the metropolis, a public consultation is transmitted.
What about the Toulouse-Mirail Energy Recovery Plant (UVE)? The question has been asked since the mixed syndicate Decoset, its operator, decided to prefer itself over its fate.
But Decoset’s objective is to invite all residents of its operating territory to give their opinion on the future of the site through a public consultation, open from September 20 to November 15, 2022. The union exercises on the territory of 152 municipalities for a population of more than one million inhabitants.
The current factory opened in 1968. Its role is to incinerate waste, the heat released by this operation feeds the city network. Each year, it recycles 285,000 tonnes of waste for a maximum capacity of 330,000 tonnes. The energy released is between 200 and 250 gigawatt hours per year, which can heat the equivalent of 40,000 homes.
The population of the Toulouse metropolis is increasing, and environmental issues are becoming more significant in society and in the law, Decoset must therefore solve the future of its incineration plant.
As a result, three projects are submitted to all people who wish to give their opinion, a fortiori the inhabitants served by the mixed syndicate.
- Factory renovation
The first option proposed is to renovate the existing plant in two stages. As a priority: refurbish the old incinerator for January 2024. Then, other work more generally likely to improve the treatment of fumes and the energy performance of the plant by integrating new, more modern equipment. This solution would generate a cost of 305 million euros and three to four years of work. - The rebuilding of the factory
More expensive and radical, the complete reconstruction of the factory is also concerned. With a lifespan of 40 years, the new installation will make it possible to achieve better energy efficiency thanks to innovation while rethinking the organization of the premises to facilitate maintenance. This project has a cost of 330 million euros and will be delivered by 2030. - Plant maintenance
Some renovation works were carried out in 2022. They allow the facilities to operate smoothly until 2032. Ten years of respite to find a new project for the treatment and recovery of Toulouse waste, because the obsolescence of the equipment will force, in the long term, when the site closes.
These three projects have been designed according to their environmental impact. The effects on fauna and flora, noise, traffic, air and soil have been studied.
So that the entire population can express itself on the future of the plant, the consultation offers several appointments in the form of public meetings or during meetings in the markets, universities or other places of life in society. .
