Emergency strike at the Toulouse University Hospital: the CGT denounces disciplinary proceedings against agents
The CGT and Sud unions of the Toulouse University Hospital denounce a disciplinary procedure against ten striking agents from Purpan’s emergency room. Absent from their homes when a bailiff came by, they did not respond to the summonses requested by management to ensure a minimum service during the strikes which seriously disrupted the operation of emergencies between June 6 and July 10.
In an open letter to the Director General of the University Hospital Center (CHU) of Toulouse, the CGT and Sud unions demand the withdrawal of the disciplinary measures taken against agents of the Purpan emergency reception team. Procedures that the unions call “Shame”. They concerned, according to them, ten agents “due to their absence, when a bailiff came to their home to summon them to cancel their declaration of strike”. Still according to the unions, 145 agents were in the same situation but were not worried. The CGT recalls that if the agent is not at home, the bailiff cannot notify the summons and that there is no question of “house arrest”. Contacted, the management of the Toulouse University Hospital did not react.
Not at home at the time of the bailiff’s visit
Between June 6 and July 10, a massive strike affected the reception of patients in the emergency department of Purpan, then in Rangueil, especially on weekends and at the start of the week. The staff demanded additional resources. During these mobilizations, agents escaped the assignments (caregivers have the right to strike but the hospital management can, by an assignment, the constraints to work come to maintain a minimum service), which led the CHU to only receive vital emergencies led by the Samu. The management and the medical commission of the establishment had then denounced “a coordinated maneuver, an incomprehensible hostage-taking”. The CGT replied that the strike did not exist at the hospital and that the agents had respected the notice.
In July, following this mobilization, the management of the Toulouse University Hospital announced the recruitment of 30 additional positions for the adult emergencies of Purpan and Rangueil. At the end of August, 20% had been filled due to recruitment difficulties experienced by all health establishments.
NUPES deputies invite hospital workers to sign notebooks of grievances
In this tense context, and three months before professional elections in the public service, the CGT and Sud Santé Sociaux unions have joined forces with the deputies of the NUPES 31 as part of a national campaign against the Ségur de la santé. They invite the staff “to come and fill in the notebooks of grievances, to denounce the impostures of the Ségur de la santé and to counter the Minister of Health who claims that the hospital held out this summer”.
This action will take place on Thursday, September 8 between 11 a.m. and 3 p.m. in front of the Pierre-Paul Riquet hospital (Purpan). The next strikes and mobilizations of September 22 and 29 will of course be topical.
