Elkarrekin asks the Bilbao City Council for resources to guarantee compliance with the Uninhabited Housing Decree

Elkarrekin Podemos-IU has asked the Bilbao City Council to provide the necessary means and resources to guarantee compliance with the Uninhabited Housing Decree and “give an outlet” to uninhabited housing.
The coalition will take place at the next municipal plenary session a motion with measures to deal with the situation of “housing emergency” in the face of “the problems of access to housing” that are suffered in the Biscayan capital.
Its spokesperson, Ana Viñals, highlighted that a year ago “the Municipal Government undertook to comply with the Uninhabited Housing Decree, allocating the materials and human resources to carry out the corresponding tasks; collect the necessary information to know which areas of Bilbao are limits accredited demand and need for housing; and take the necessary steps to inform each owner of the situation of their property, as a step prior to initiating a file for the declaration of uninhabited housing and the application of the corresponding canon.
As indicated, later the Housing Area announced that the empty housing canon would be applied in a “kind” way, “starting with the properties of the large holders, as Elkarrekin Podemos-IU raised from the beginning.”
Recently, Elkarrekin has made several questions to the Housing area to find out what specific human and material resources have been assigned to this task, what studies have been carried out and what steps have been taken to comply with the decree.
“According to the answers obtained, the provision of technical, human or any other type of resource related to the organization of the procedure for the application of the decree is not specified”, explained Viñals.
The mayor has stressed that “the initiation of each procedure for the declaration of uninhabited housing is not a simple process” because it requires “organizing different phases, having a proposed procedure and suitably trained and qualified technical personnel to carry out all these functions.”
For this reason, the coalition made up of Podemos, Ezker Anitza-IU and Equo Berdeak will undertake an initiative in the next municipal plenary session in which they will propose to the government team that, within six months, “the declaration procedure will be drafted and published of uninhabited housing to provide legal certainty, the necessary technical and human resources are assigned and the inspection program for empty housing in Bilbao is published so that citizens know what neighborhoods and districts they are in and their typology”.
